Wastewater disposal is handled by the municipalities and cities or municipal wastewater associations.
Description
According to the Bavarian Water Act, wastewater disposal is a compulsory task of the municipalities and cities and is carried out by them in their own sphere of action. For this purpose, the municipalities and cities (or municipal wastewater associations) build and operate sewer networks (for wastewater collection and discharge) and wastewater treatment plants (for wastewater treatment).
Wastewater may only be discharged into bodies of water if its quality meets certain minimum requirements, which are laid down uniformly throughout Germany in the Water Resources Act and specified in the Wastewater Ordinance.
To enable municipalities and cities to record wastewater and comply with the requirements, they regulate the perimeter of the municipal area to be sewered and the requirements for the type and quality of wastewater to be discharged into the sewer system by households and commercial enterprises by means of municipal drainage statutes. The contribution and fee statutes regulate the financing of the wastewater facilities through (one-time) contributions and (ongoing) fees. In those areas of the municipality where no public sewage system is installed, proper wastewater disposal is the responsibility of the property owners and is usually carried out via small wastewater treatment plants.
