Sewage disposal; implementation
Wastewater disposal is the responsibility of the municipalities and cities or municipal wastewater associations.
According to the Bavarian Water Act, wastewater disposal is a compulsory task of the municipalities and cities and is carried out by them in their own sphere of action. For this purpose, the municipalities and cities (or municipal wastewater associations) build and operate sewer networks (for wastewater collection and discharge) and wastewater treatment plants (for wastewater treatment).
Wastewater may only be discharged into water bodies if its quality meets certain minimum requirements, which are laid down in the Federal Water Act and specified in the Wastewater Ordinance.
In order for the municipalities and cities to be able to record the wastewater and comply with the requirements, they regulate the perimeter of the municipal area to be sewered as well as the requirements for the type and quality of the wastewater to be discharged into the sewer system by households and commercial enterprises by means of the municipal drainage statutes. The contribution and fee statutes regulate the financing of the wastewater facilities through (one-off) contributions and (ongoing) fees. In those areas of the municipality where no public sewage system is constructed, proper wastewater disposal is the responsibility of the property owners and is usually carried out via small wastewater treatment plants.
