The Free State of Bavaria supports forward-looking projects in rural areas of the administrative districts of Lower Bavaria, Upper Palatinate or Upper Franconia with a cross-border character and a multidisciplinary approach.

Description

Purpose

In order to further develop the Bavarian-Czech border region into an area of the future and to set new impulses for cooperation with the Czech Republic - especially after the Corona pandemic - the commitment and innovative ideas of local actors are still needed. With the support of pioneering, cross-border projects in rural areas in the administrative districts of Lower Bavaria, Upper Palatinate and Upper Franconia, the aim is to achieve

  • create, maintain and promote equal living and working conditions throughout Bavaria, urban and rural (constitutional mandate according to Art. 3 Para. 2 Sentence 2),
  • targeted impulses are to be set for the border region in order to recognize and utilize development potentials and to further improve strengths,
  • forward-looking, tailor-made approaches to solutions by local players are supported,
  • cross-border cooperation, exchange and mutual support with the Czech Republic are further strengthened and consolidated,
  • to bring local people together across borders, to network them and thus to create an interlinked region.

Subject

The grant is intended to support the implementation of forward-looking interdisciplinary projects in rural areas of the administrative districts of Lower Bavaria, Upper Palatinate or Upper Franconia that have a positive impact on the development of the Bavarian-Czech border region.

Beneficiary

Regional authorities, associations and non-profit foundations based in the administrative districts of Lower Bavaria, Upper Palatinate or Upper Franconia are eligible to apply for and receive funding. Other legal entities under public or private law are also eligible if at least one member or shareholder is one of the local authorities listed above.

Eligible costs

Funding is available for expenses for personnel, travel and overnight accommodations, hospitality at high-profile events, public relations work, external consulting and services, investments of less than 50% of the eligible expenses, and other services provided by third parties.

Type and amount

The maximum funding amount per grantee is 100,000 euros per project year. The funding rate ranges from 30% to 90%, depending on the spatial scope and project funding already received. The project can be supported for a maximum of four years. The grant is awarded as project funding by way of pro-rata financing.

Prerequisites

Essential requirements for the project:

To be eligible for funding, the project must have a cross-border character and a multidisciplinary approach, i.e. at least two thematic areas (e.g. demography, culture, tourism, mobility/transport, services of general interest, or voluntary work) must be treated equally. Furthermore, the project must be located in the rural area of the administrative district of Lower Bavaria, Upper Palatinate or Upper Franconia.

Grants can only be awarded if the project has not yet begun.

Procedure

Before submitting an application, the responsible department 52 in the State Ministry of Finance and for Home Affairs (State Ministry) must be contacted.

After a positive initial assessment, a funding application can be prepared with the support of the responsible government and submitted there.

Application and approval:

At least two copies of the application must be submitted in writing to the locally responsible government as the granting authority and to the State Ministry of Finance and Home Affairs.

The state project funding is approved by the governments with the aid of a notice of allocation. The government is also responsible for further project monitoring.

Special notes

Exclusion criteria and co-financing:

  • The prohibition of double funding applies: funding is not possible according to BYCZFöR if funding under other programs of the European Union, the federal government or the Free State of Bavaria can be claimed for the object of funding.
  • However, co-financing of a project funded by an EU or federal program is possible if the EU or federal program requires or permits state co-financing.

Deadlines

Applications for funding can be submitted within the period of validity of the Bavarian-Czech Border Region funding guideline (15.05.2022 - 14.05.2026).

The final application must be submitted at least four weeks before the planned start of funding.
