International road freight transport; application for transport permits for Southeastern Europe, North Africa and the Middle East
German forwarders who want to transport goods to Southeastern Europe, North Africa and the Middle East require a permit from the foreign agency (also applies to transit journeys).
Description
German forwarders who wish to transport goods to non-EU countries require a permit from the foreign body. The Government of Upper Palatinate (= transport issuing authority) as the national licensing authority has a contingent of these permits valid abroad at its disposal. These permits can be issued if the entrepreneur has a road haulage license valid in Germany, he is reliable and the respective quota is not exhausted.
The same applies to the transport of relief goods. However, a private individual does not need an EU license for this.
Prerequisites
The permit is issued to an entrepreneur who is authorized to perform international road haulage for others in the state in which the company has its registered office and about whom there are no facts that give rise to concerns about his personal reliability. It is not transferable.
It is issued for a specific period of time, at least one calendar day. The number of journeys that may be made within this period may be limited.
The same applies to the transport of relief supplies.
Procedure
The application may be submitted in writing, by fax or electronically.
