Unmanned aerial system; application for a permit to operate in a UAS geographical area
For the operation of an unmanned aerial vehicle in a geographical area according to § 21h para. 3 and 4 of the German Air Traffic Ordinance, you may apply for deviations from the specified operating conditions in justified cases.
The generic term "unmanned aircraft" covers unmanned aerial systems (colloquially "drones") and model aircraft. Unmanned aircraft systems (UAS) are unmanned aircraft, including their control station, that are not operated for sport or recreational purposes. These include, for example, quadro/hexa/octocopters for commercial photography, advertising airships, and also model aircraft when used for commercial purposes.
When used for sporting or recreational purposes, they are model aircraft. Legally, model aircraft and unmanned aerial systems are treated largely the same as unmanned aerial vehicles.
Since 31.12.2020, the Implementing Regulation (EU) 2019/947 on the rules and procedures for the operation of unmanned aerial vehicles applies in principle to the operation of unmanned aerial systems. In addition, some provisions of national law for the operation of unmanned aerial vehicles must also be observed. In justified individual cases, exemptions from the regulations of § 21 h LuftVO can be permitted according to § 21 i para.1 LuftVO. You will find the corresponding application under "Forms".

You can register as a UAS operator on the online registration portal of the Luftfahrt-Bundesamt (LBA) (see "Further links").
You can find the online course and the online theory exam for the proof of competence open subcategory A1/A3 on the learning portal of the LBA (see "Further links").
You can take the demonstration of competence open subcategory A2 at one of the testing centres for remote pilots (PStF) designated by the LBA (see "Further links").
The Luftfahrt-Bundesamt is responsible for licensing procedures in the special category. You can direct any queries on this and on the certificates of competence for remote pilots to the e-mail address firstname.lastname@example.org.
