High risk commercial specialised operation means any commercial specialised operation conducted over an area where the safety of third parties on the ground would be likely to be endangered in case of emergency or, as determined by the competent authority of the place where the operation is conducted, any commercial specialised operation which, due to its specific nature and the local environment in which it takes place, poses a high risk, in particular to third parties on the ground.

The application must be submitted to the competent aviation authority as the responsible licensing authority if you have your place of residence or business in Bavaria and the flight operation is conducted with aircraft other than technically complex aircraft (Def.: Art. 3 letter j of Regulation (EC) No. 216/2008) and exclusively according to visual flight rules.
