Assessment centres for fitness to drive; application for official recognition
The government of the Upper Palatinate grants the official recognition of the assessment centres for driving aptitude.
Description
Applicants for a driving licence must meet the physical and mental requirements for this (fitness to drive). If the driving licence authority has doubts about the suitability of an applicant, this is checked by an assessment centre for driving suitability. Doubts about suitability can exist, for example, in the case of hearing loss, cardiac arrhythmia, but also alcohol abuse and the use of narcotics.
The assessment of fitness to drive is carried out by an assessment centre for fitness to drive, which must be officially recognised for this purpose.

The applicant shall submit the application in writing, together with supporting documents.

information on the organisation and management of the executing agency, its activities and its relations with a higher-level organisation
(Organisation chart and details of key positions in the management of the executing agency, powers and responsibilities)

Addresses of all assessment bodies in the area of responsibility of the respective recognition authority
(list/list + floor plan/photos of the premises)

List of recognition decisions already in existence, stating the recognition authority, file number and date of recognition, insofar as another recognition has already been granted.
(Presentation of copies of the recognition certificates)

Proof of the financial and organisational capacity of the executing agency
(profit and loss account of the last three financial years + concept, infrastructure, personnel, record keeping and accounting, cooperation with third parties, control system)

Ensuring the staffing with a sufficient number of medical and psychological experts

Evidence of annual training of assessors

the existence of an officially recognised motor vehicle traffic expert or examiner

Proof of material equipment with the necessary premises and equipment
(list/list + floor plan/photos of the premises)

Confirmation that the body responsible for assessing driving fitness
- is not at the same time a provider of driving training measures or courses for the restoration of fitness to drive, and
- does not carry out measures to change behaviour and attitudes in preparation for an assessment of fitness to drive

Evidence of the suitability of the psychological testing procedures and equipment used, confirmed by an appropriate independent body.

Submission of an expert opinion by the Federal Highway Research Institute (BASt) on the fulfilment of the requirements of the directive in accordance with § 72 Paragraph 2 Number 3 FeV

Proof of the executing agency's participation in a regular and nationwide exchange of experience under the direction of the Federal Agency

Proof of the economic independence of the appraisers from the outcome of the appraisals

Proof of the applicant's reliability, or in the case of legal persons, of the person appointed by law or by the articles of association to represent them
(certificate of good conduct)

Compliance with the Directive on the requirements for bodies responsible for assessing fitness to drive
(§ 66 FeV) and their assessment by the Federal Highway Research Institute of 27 January 2014 (VkBl. p. 110), last amended by announcement of 11 March 2020 (VkBl. p. 217).
