In the case of experts for end-of-life vehicle disposal established in other EU/EEA countries who wish to carry out expert activities provided for in the End-of-Life Vehicles Ordinance (AltfahrzeugV) only temporarily and occasionally in Germany, the professional qualification required for this purpose is verified and confirmed.
Operators of dismantling facilities and shredding plants and other facilities for the further treatment of end-of-life vehicles may only commence their activities if an expert has certified that they meet the requirements of the End-of-Life Vehicles Ordinance for such facilities.
Furthermore, such facilities may only provide evidence of compliance with certain recycling quotas for end-of-life vehicles jointly instead of individually if such evidence has been verified by an expert.
These companies only fulfill these obligations if they only commission experts listed in § 6 of the End-of-Life Vehicles Ordinance with the inspection and certification. These experts include, on the one hand, experts who have been publicly appointed for end-of-life vehicle disposal in accordance with § 36 of the Industrial Code. However, such experts also include experts established in other EU/EEA countries who only temporarily and occasionally wish to carry out expert activities in Germany as provided for in the End-of-Life Vehicles Ordinance, if their sufficient professional qualification for this purpose has been verified and confirmed by the public body responsible for the public appointment of such experts.
