Firearms, muzzleloader and reloader shooters; registration for the technical course with examination
In order to obtain a permit to purchase and handle propellant powder, firecracker, muzzleloader and reloader shooters must prove their expertise in handling these explosive substances. The Trade Supervisory Office at the Government of Upper Bavaria conducts the required examinations throughout Bavaria.
Description
In order to acquire expertise in the handling of propellant powder, you must generally attend a corresponding state-recognized training course, which is usually organized by private providers. In order to participate in the course, you need a certificate of clearance for explosives, which must be presented to the course provider before the course begins. The explosives clearance certificate is issued by the district administrative authorities.
However, the expertise demonstrated upon successful completion of the examination does not yet entitle the holder to purchase and handle propellant powder, but is an essential prerequisite for a corresponding permit.
The permit is issued by the district administrative authorities if the other necessary requirements, such as personal reliability, are met and a corresponding need for handling propellant powder is demonstrated.
