Energy expert; application for registration in the list of experts

Private experts who certify compliance with certain requirements of the Building Energy Act (GEG) must be recognised. The recognition of the experts takes place for architects by registration in a list to be kept by the Bavarian Chamber of Architects and for engineers by registration in a list to be kept by the Bavarian Chamber of Civil Engineers.

Description

The Ordinance on the Implementation of Energy Management Regulations (AVEn), the former Competence and Implementation Ordinance EnEV (ZVEnEV), provides for the recognition of private experts who certify compliance with certain requirements of the GEG. For architects, the recognition of experts takes place through registration in a list to be maintained by the Bavarian Chamber of Architects. For engineers, the recognition is effected by registration in a list to be maintained by the Bavarian Chamber of Civil Engineers.

The decision on registration is made by a registration committee set up at the respective chambers. The decision of this committee is an administrative act subject to a fee.

Prerequisites

In view of the importance of the activity to be carried out, the experts must have sufficient qualifications, which are checked and determined by the registration committee.

The experts do not have to be authorised to submit building documents or to provide evidence within the meaning of Art. 61 Para. 2 of the Bavarian Building Code (BayBO). German citizenship or a residence or branch office in Bavaria are not required.

Engineers

The applicant must have a degree in engineering and be an engineer working in the construction industry as defined in Art. 5 Para. 1 Sentence 3 of the Baukammerngesetz (BauKaG). According to this regulation, engineers working in the construction industry are in particular those engineers who are active in one or more specialist fields of civil engineering, surveying, water management or transport, engineering geology, building physics, energy, heating, air conditioning, supply and disposal, sanitary, telecommunications, electrical and lighting engineering, materials handling and storage technology or occupational safety on structural installations. Applicants must have at least three years of related professional experience in the preparation or examination of proofs of structural and energy-saving thermal insulation (balance sheet procedure) or (and) in the energy-related planning or evaluation of systems for heating, cooling and room air technology as well as hot water supply.

Architects

The applicant must be entitled to use the professional title of architect in accordance with Art. 1 Para. 1 of the Building Chamber Act (BauKaG) and have at least three years of continuous professional experience in the preparation or examination of evidence of structural and energy-saving thermal insulation (balance sheet procedure).

  • Certificate of good conduct (engineers, if not yet a member of the Bavarian Chamber of Civil Engineers)

    Certificate of good conduct must not be older than three months
