Long-term storage; application for expert designation
It is necessary to designate experts who may be entrusted with the task of verifying whether harmful effects on the environment and other hazards emanate from a long-term storage facility after its decommissioning.
Description
If there is concern that, after closure of the long-term storage facility, the facility or the facility site may cause harmful effects on the environment or other hazards, significant disadvantages and significant nuisances for the general public and the neighbourhood within the meaning of Section 5 para. 3 no. 1 of the Federal Immission Control Act, the operator shall, at the request of the competent authority, have an expert appointed in agreement with the authority to verify whether the requirements pursuant to Section 5 para. 3 no. 1 of the Federal Immission Control Act are met.
Anyone wishing to act as an authorized inspector shall require official approval. The application can be made informally.
In the case of foreign applicants, exceptions are possible depending on the decision of the licensing authority with regard to the documents listed below, provided that the expert knowledge and reliability (cf. "Requirements") are proven in another way.
If the licensing requirement is waived due to the existence of an equivalent licence from another EU or EEA state, the Expert must submit documents relating to the equivalent licence to the competent authority before commencing work in Germany and, at the request of the authority, provide, among other things, a certified translation. In this case, processing or further consultation via the competent single point of contact is not possible.
Prerequisites
An expert must have the necessary expertise, independence, reliability and technical equipment.
Deadlines
The applicant is not required to meet any deadlines when submitting the permit application.

You can also apply for approval as an expert for long-term storage facilities online. To apply online, you must register or log in with the new ID card via BayernID. To do this, you will need the new ID card with the online ID card function activated, a card reader and the ID card app2.
Fees
- Fee for decision on the application for a permit: 55 to 5250 €
