Trade in the European internal market in certain animals and certain animal products requires approval of the establishments involved.
Description
Participation in intra-Community trade in certain animals and animal products requires approval of participating establishments in accordance with Regulation (EU) 2016/429. The procedure is application-based. It is checked whether compliance with the relevant animal disease, animal health and hygiene requirements can be guaranteed. Livestock, productive and breeding poultry including day-old chicks, monkeys and prosimians, and a variety of animal products (e.g. semen, embryos and ova, and hatching eggs) may only be moved to other EU Member States if the animals or products originate from an appropriately approved establishment (e.g. EC livestock trading companies for cattle, pigs, sheep, goats; EC traders' stables for cattle, pigs, sheep, goats; EC livestock assembly centres for cattle, pigs, sheep, goats and solipeds; zoos, wildlife parks and other establishments keeping animals for scientific or experimental purposes or for the preservation of animal species or breeds).
With the approval, the respective establishment is assigned an approval number to be published for intra-Community trade.
Prerequisites
Farm animals, productive and breeding poultry including day-old chicks, monkeys and prosimians, and a variety of animal products (e.g. semen, embryos and ova, and hatching eggs) may only be moved to other EU member states if the animals or products come from an approved establishment. For individual animals, products and establishments, the requirements are set out in Delegated Regulations (EU) 2019/2035 and 2020/691.
Procedure
The approval procedure begins with the submission of the documents to the locally responsible district administrative authority (district office or independent city), which carries out a preliminary examination and forwards the application to the government. The government checks and decides whether the relevant animal health and hygiene requirements are met in each individual case.
With the approval notice, the company is assigned an approval number for intra-Community trade, which is listed and published.
