Private elementary schools and middle schools approved by the school supervisory authority receive state funding upon application by the school authority. Lump-sum subsidies are granted for the necessary personnel expenses.
Description
Purpose
The purpose of the government grants is to assist private sponsors in financing personnel expenses.
Object
Private elementary and secondary schools operated by a legal entity under public or private law and operating on a non-profit basis are granted benefits for personnel expenses
School boards shall receive lump-sum grants for each school year for necessary personnel expenses. Benefits pursuant to Art. 31 (1) and (2) BaySchFG are only granted once the school has existed for at least two years without any significant objections from the school supervisory authorities. Until then, benefits are limited to 65% of the benefits. The assignment of state teachers is only possible in the case of state-recognized elementary and secondary schools. Pursuant to Art. 31(2)(2) BaySchFG, the teacher hours per week of the assigned state staff are deducted from the eligible teacher hours per week. A school with fewer than 14 students is excluded from receiving benefits, Art. 31 Para. 6 Sentence 4 BaySchFG.
Recipients of funding
School boards of private substitute schools are eligible to apply.
Prerequisites
Among other things:
- Proof of the non-profit status of the school authority (Art. 29 Para. 2 BaySchFG).
- Presence of a school supervisory approval of the school according to Art. 92 ff. BayEUG
- Securing the economic and legal position of the teaching staff according to Art. 97 Para. 1 BayEUG (cf. Art. 29 Para. 3 BaySchFG)
Procedure
The Bavarian State Office for Schools is responsible for centrally processing the lump-sum payments for the necessary personnel expenses.
Special notes
Substitute schools may only be established and operated with state approval. The application for approval, together with all the necessary documents, must be submitted to the school supervisory authority no later than four months before the start of the school year (for further information, see "Related topics").
