Independent psychiatric complaint center; application for funding to establish and operate

You can apply for funding to establish and operate an independent mental health complaint board (upB).

Description

Purpose

The purpose of the grant is to bring improvement and clarification to the grievances of those seeking help who turn to upB. This is to increase their satisfaction regarding their individual care within the mental health care system.

Object

Funding is provided for measures to establish, maintain and operate upB.

Grant Recipients

Recipients of funding are independent psychiatric complaints offices that meet the funding requirements under No. 4 of the upB funding guideline (see under "Legal basis").

Eligible costs

The following expenses for existing upBs or new upBs to be established are eligible for funding:

  • Expenses for the establishment and maintenance, in particular expenses for the acquisition of necessary EDP and office equipment.
  • Operating expenses, such as
    • travel expenses
    • project-related rental payments for consulting and office space
    • project-related payments for ancillary rental costs, telecommunications and office supplies
    • expense allowances for volunteers of upB up to a maximum of EUR 1,000 per person and calendar year

Type and amount of the grant

The grant is awarded as a fixed-amount financing within the framework of project funding.

The grant amounts to a maximum of EUR 10,000 per upB per calendar year. To ensure functionality, an additional fixed amount of up to EUR 2,000 per upB can be granted once for initial equipment.

Prerequisites

A prerequisite for the approval of a grant is the fulfillment of the following requirements for the upB:

  • In the service area of a clinic for adult psychiatry and child and adolescent psychiatry in Bavaria, in which the upB will be located, no other upB is located yet.
  • The upB undertakes to train the persons volunteering for it, who aspire to work in an upB for a longer period of time, within three years after taking up the activity by attending the training courses organized by the State Ministry for Health and Care in the areas of law, funding, psychiatry, social work, communal care structures, communication and consulting activities for the work in the upB.
  • On behalf of the upB, volunteers are available in person, by telephone or in writing to help-seekers as independent contacts for questions, suggestions and complaints, and will also act as mediators if requested. Upon receipt of a request from a person seeking help, a response from the volunteers is guaranteed within 48 hours.
  • The upB or at least one of the persons volunteering on its behalf is a member of one of the Bavarian associations of organized self-help for mentally ill people or their relatives, such as in particular the Bayerischer Landesverband Psychiatrie-Erfahrener e. V. (BayPE) and the Landesverband Bayern der Angehörigen psychisch Kranker e. V. (LApK).

Procedure

Application

The application must be submitted in writing to the State Office for Nursing Care by the deadline using the form provided for this purpose (see "Forms"). The application must be accompanied by other mandatory documents (see "Required documents"). The submitted application must be signed by the person(s) authorized to represent the applicant.

Approval

The State Office for Nursing, in consultation with the State Ministry for Health and Nursing, decides whether the application will be funded as an upB.

Payment

The payment of the approved grant takes place automatically as a so-called "tranche procedure". Therefore, the individual disbursements do not have to be applied for separately.

Please note the following:

  • A portion of 15% of the approved grant is excluded from the automatic payment. This is the so-called "residual amount", which can be paid out at the earliest after positive verification of the proof of use;
  • The remaining 85% of the approved grant is automatically paid out in 4 tranches of equal amounts during the funding period;
  • Before receiving the disbursement tranches 2 to 4, a so-called "expenditure overview" must be submitted to the LfP. For the 1st tranche, this expenditure overview does not have to be submitted.

Proof of use

A so-called "proof of use" is to be kept as evidence of the proper use of the funding. This must also be submitted to the Bavarian State Office for Care in due time using the form provided for this purpose (see "Forms").

Special notes

Funding is provided without legal entitlement within the framework of the available budget funds. The grant period is the respective calendar year.

Deadlines

The application for funding must be submitted in full, using the form provided by the Bavarian State Office for Care, by October 31 of each year for the following year.

In deviation from this, the first application can be submitted at the earliest three months before the planned first start of operation.

The proof of use must be submitted by June 30 of the following year at the latest.

  • Notice of exemption, insofar as tax-privileged purposes are pursued

  • Evidence of participation in training courses in accordance with 4.3 of the upB funding guideline.
