Purpose
Pursuant to Articles 23 and 44 of the Bavarian Budget Code (BayHO), the Free State of Bavaria grants subsidies in accordance with this guideline and the administrative regulations on Articles 23 and 44 of the Bavarian Budget Code (BayHO) to promote rental costs for the room and office equipment of private vocational schools for nursing.
Since April 1, 2020, generalist training as a nursing specialist has been taking place at newly established vocational schools for nursing. The introduction of the new type of school in place of the previous vocational schools for nursing, pediatric nursing and geriatric nursing and the associated changeover to a financing system essentially defined in federal law (Nursing Professions Act - PflBG; Nursing Professions Training Financing Ordinance - PflAFinV) should not put the school operators in a worse position than would have been the case if the previous state law financing system had continued to apply.
The Free State of Bavaria grants voluntary financial support within the scope of available budgetary funds to finance the areas of expenditure not covered by the federal regulation.
Object
The object of the funding is the operation of a vocational school for nursing.
Recipient of the grant
Eligible to apply for and receive funding are sponsors of state-approved or state-recognized vocational nursing schools in Bavaria if these sponsors are legal entities under public or private law and operate on a non-profit basis (Art. 29 Par. 2 BaySchFG by analogy).
Eligible costs
Eligible expenses are the rent or the fee for the transfer of use of the school premises and facilities in the case of a form of contract other than rent.
Type and amount
The grant for the rent or other contractual form of the transfer of use of the school premises and facilities is provided as a non-repayable grant within the framework of fixed-amount financing. The sponsor receives a lump sum per square meter of eligible floor space used by the vocational nursing school per school year. The lump sum depends on the school location. It results from the following overview:
- Planning region 14 (state capital Munich; districts Dachau, Ebersberg, Erding, Freising, Fürstenfeldbruck, Landsberg am Lech, Munich, Starnberg): 378 euros/sq.m.
- Upper Bavaria without planning region 14: 190 euros/sq.m.
- District capital Landshut: 171 euros/sq.m.
- Lower Bavaria without district capital Landshut: 135 euros/sq.m.
- District capital Regensburg: 252 Euro/sqm
- Upper Palatinate without district capital Regensburg: 180 Euro/sqm
- Upper Franconia: 134 Euro/sqm
- Cities of Nuremberg and Erlangen: 192 Euro/sqm
- Middle Franconia without cities Nuremberg and Erlangen: 156 Euro/sqm
- District capital Würzburg: 180 Euro/sqm
- Lower Franconia without district capital Würzburg: 156 Euro/sqm
- District capital Augsburg: 192 Euro/sqm
- Swabia without district capital Augsburg: 129 Euro/sqm
Eligible floor space is the area of the school premises and facilities provided that is required for the space needed in accordance with the German School Construction Ordinance (SchulbauV). If the actual area of use is less, this area is decisive.
If the actual expenditure for the transfer of the school premises and facilities is less than the amount calculated on this basis, the grant shall be reduced to the actual expenditure. In the case of the actual expenses, only the payments for the transfer of use per se shall be taken into account, not for the costs arising from the operation of the school premises (ancillary costs).
