Literacy courses for asylum seekers; application for funding
The Free State of Bavaria supports literacy courses for asylum seekers as part of a model project.
Description
Purpose
The purpose of the grant is to promote literacy courses for asylum seekers, tolerated persons and recognised asylum seekers with a residence or habitual abode in Bavaria of less than two years. The aim is to teach these persons the ability to read and write the German language at the earliest possible stage.
Object:
Literacy courses for asylum seekers, tolerated persons and recognised asylum seekers (residence/ordinary residence in Bavaria of less than two years) are funded.
Beneficiaries
All legal entities under public and private law may be recipients of funding.
Eligible costs
- Cost item 1: 35 euros (flat rate) per proven teaching unit (= 45 minutes).
- Cost item 2: 40 euros (flat rate) per proven project leader hour (= 60 minutes). Depending on the scope of the course (100, 200 or 300 teaching units), a maximum of 20 project leader hours per course can be funded.
- Cost item 3: 35 euros (flat rate) for socio-pedagogical support per proven teaching unit. Depending on the scope of the course (100, 200 or 300 teaching units), a maximum of 50 additional teaching units per course can be funded for socio-pedagogical support.
- Cost item 4: 5 euros (flat rate) per proven teaching unit (= 45 minutes) for equipment as well as teaching and learning materials.
- Cost item 5: Indirect costs are eligible for funding at a flat rate of 12% of the direct costs (cost items 1-4).
Type and amount
The grant is awarded as project funding in the form of lump-sum partial funding. The grant from the Free State of Bavaria can amount to a maximum of 90% of the eligible lump-sum total costs. The share of own funds must be at least 10%.
Prerequisites
- The target group is all foreigners over the age of 15 who are entitled to benefits under § 1 of the Asylum Seekers' Benefits Act (AsylbLG), as well as all recognised asylum seekers who have not yet had their residence or habitual abode in Bavaria for two years.
- If there is actually other access to literacy courses, in particular to special integration courses, these offers are to be taken up with priority.
- If a participant has access to school-based educational offers, he or she may nevertheless be a participant in a literacy course, provided that participation in the school-based offer is not impaired as a result. This model project is to be used by the target group defined above with priority over the support programme "ALPHA+ besser lesen und schreiben" of the StMUK.
- Persons from safe countries of origin pursuant to Section 29a of the Asylum Act and Annex II to the Asylum Act are not eligible to participate.
- The recipient of the grant must submit a concept that corresponds to the general intentions of the funding project and possibly takes into account special local circumstances with regard to the course participants.
- A course is only eligible for funding if there are at least five participants.
- A course is to be designed for 100, 200 or 300 teaching units of 45 minutes each, within this framework the learning and performance level of the participants is to be assessed. Up to 15% of the teaching units can be held using alternative learning methods (e.g. online format). Insofar as the course includes teaching units to compensate for deficits in basic education in mathematics and economics (e.g. dealing with money), these must take place within the framework of regular teaching.
- The teachers must have a degree in education or a degree in "German as a second language" or "German as a foreign language" or professional experience in the field of basic education or language.
- The grant recipient must keep a class register and list of participants.
Procedure
The Government of Lower Bavaria - Department 13 - is responsible for the implementation of the project and for the approval, proof of use and recovery procedures.
The application for a grant must be submitted in writing using a standardised application form no later than two weeks before the planned start of the course.
Deadlines
The application for funding must be submitted at least two weeks before the planned start of the course. The grant runs until 31.12.2022.
