With the Healthy.Life.Bavaria. initiative, the Bavarian State Ministry of Health and Care gives pioneering health promotion and prevention projects a jump-start. Funding is provided for knowledge-based and quality-assured model projects that take into account individual behaviour as well as conditions in the living environment.

Description

Purpose and object of the funding

The aim of the initiative is to promote and support prevention measures. The focus is on the four central fields of action of the Bavarian Prevention Plan:

  • Growing up healthy in the family, in day-care facilities for children, in other child and youth welfare facilities and in schools.
  • Health literacy in the world of work and a culture of prevention in the workplace
  • Healthy ageing in a self-determined living environment
  • Equal health opportunities

In addition, preference will be given to projects which strengthen health literacy and are related to the thematic priorities (see "Further links") of the Bavarian State Ministry of Health and Care.

Recipients of funding

Projects can be planned and carried out by a variety of partners. Applicants may include: Colleges and universities, associations, charities, health care actors and institutions, and others.

Eligible costs

Eligible expenditure includes material and personnel costs of the project. Investment costs are not eligible for funding. A prerequisite for recognition is compliance with the principles of economic efficiency and economy.

Amount of the grant

There are no fixed requirements for maximum financial support. When drawing up the financial plan, a 20% own contribution must be taken into account. Non-university institutions must also contribute half of their own share, i.e. 10% of the total project budget, in cash.

Prerequisites

A prerequisite for funding by the Health Initiative is that the implementation of the project has not yet begun and will not begin before the grant is issued.

Advertising measures for products, individual companies or persons are not funded. It is therefore important that neutral partners, who are subject to binding forms of financial presentation and organisation, are involved.

An evaluation of the measure is also required on a regular basis.

Procedure

Applications can be submitted to the Bavarian State Office for Health and Food Safety (LGL) throughout the year. All applications received are assessed in a multi-stage procedure and submitted to the Bavarian State Ministry for Health and Care (StMGP) for a decision. Applications should therefore be submitted sufficiently in advance of the planned start of the project. We therefore recommend that you submit your application at least four months before the planned start of the project.

The Bavarian Center for Prevention and Health Promotion (ZPG) at the LGL will provide you with expert advice and the LGL's funding department will handle the organizational aspects of the funding.

Special notes

Guiding principles of the health initiative:

  • Priority is given to health promotion and primary prevention projects over secondary and tertiary prevention approaches within the framework of the above-mentioned fields of action.
  • Preference will be given to projects that intervene in a lifeworld-oriented manner ("setting approach") or that represent an effective combination of individual-related behavioural prevention and environment-related situational prevention.
  • Projects should be socially inclusive and include gender and migration aspects. The aim is to reduce social inequality.
  • An important funding criterion is knowledge-based, evaluation and quality management of all measures. The current scientific status is to be presented in the project description. Appropriate project-related evaluation strategies for achieving the objectives should be included as early as the planning stage.
  • Projects should include participatory elements, if appropriate, such as active involvement of the target group in planning, implementation or evaluation.
  • Projects should be innovative, have a model character and a possible future transfer should be taken into account from the beginning, e.g. also through the preparation of transfer aids and the consideration of the structural requirements of the potential transfer partner already during the project planning.
  • If possible, projects should be carried out in cooperations that can serve as a sustainable basis for the continuation of proven projects. Practice-science cooperations are particularly desirable, including intersectoral cooperations, which can effectively and sustainably address the problems with a common objective.

Other information

  • The project recipient is obligated to regularly refer to the funding from the Health Initiative Healthy.Life.Bavaria. in publications and other public relations work. The logo introduced for the funding area, which is provided by the State Ministry for Health and Care, must always be used.
  • The project recipient undertakes to submit a one-page project description for the Health Initiative website within one month of receiving the grant letter.
  • For projects funded for more than one year, an interim report must be submitted once a year in both electronic and paper format. The form will be provided by GLB Funding.
  • Within six months after completion of the project funding, the project recipient must submit a final and self-evaluation report to GLB Funding in electronic and paper form and, if necessary, additional data required for an evaluation. The templates for the final and self-evaluation reports will be provided by GLB Funding. The grantee undertakes to collect and document appropriate data during the project period which are necessary for the meaningful preparation of the self-evaluation report.
  • Proof of the use of the project funds must be provided in accordance with Bavarian budget law and the ANBest-P. The proof of use must be submitted to GLB-Förderung within six months after completion of the project funding.
  • No funding from other budget funds of the Free State of Bavaria may be claimed for measures funded in accordance with these principles. If federal or EU funds are granted for this purpose, the state subsidy will be reduced accordingly. The grant applied for constitutes a subsidy within the meaning of Section 264 of the German Criminal Code (StGB) (subsidy fraud). The facts relevant to the granting of the subsidy are relevant to the subsidy, cf. Art. 1 BaySubvG. A declaration to this effect must be submitted with the grant application. Projects that have already begun cannot be funded. The decisive date for the start of the project is the date of approval, not the date of submission of the application to the Bavarian State Office for Health and Food Safety.

Remedy

Administrative court proceedings; information

The applicant may bring an action against the notice of award or refusal. The action must be filed within one month of notification of the decision with the administrative court named in the decision in writing or for the record of the clerk of the office of this court. An objection against the decision is not admissible. Filing an appeal by e-mail is inadmissible. The relevant legal remedy instructions in the notice must be observed.
