Urban development; application for funding for renewal measures
The Free State, the Federal Republic of Germany and the European Union support towns and municipalities in the implementation of urban renewal measures. Under certain conditions, the subsidies can also be passed on to third parties by the cities and municipalities together with their own share.
Description
Purpose
The purpose of urban renewal is to maintain, renew and further develop the function, structure and design of urban and local districts. The Free State of Bavaria, the Federal Government and the European Union provide financial aid for urban renewal in various urban development programmes.
The focal points of urban development funding are:
- the sustainable strengthening of inner cities and local centres in their urban development function, with special consideration of the concerns of climate protection and the protection of historical monuments, the provision of green infrastructure, and the design of a barrier-free community.
- the re-use of areas, in particular of commercial, military or railway areas lying derelict in central areas, for the establishment of housing and workplaces, community and follow-up facilities, taking into account their functionally appropriate allocation (mix of uses) and the elimination of vacancies in favour of the creation of permanent housing.
- urban development measures to remedy social grievances.
- Use of supra-local cooperation and networks to strengthen centres at all levels in rural areas.
Object
The object of funding is urban renewal measures such as redevelopment, development, urban renewal or Socially Integrative City measures within the meaning of the BauGB in a renewal area defined by the municipality as a unit (overall measure).
Recipient of funding
As a rule, the recipient of the funding is the municipality. It may on-lend the urban development funds together with its own share to third parties.
Eligible expenditure expenditure
The determination of total expenses eligible for funding is based on the funding requirements and provisions contained in the urban development funding regulations, e.g.
- Preparation for redevelopment
- Land readjustment measures (land clearance, construction/modification of development facilities, etc.)
- Construction measures (modernisation and repair)
- Community facilities (insofar as these serve urban renewal)
- Municipal support programmes and funds (neighbourhood funds)
Type and amount
The urban development funds are provided in the form of earmarked grants within the framework of project promotion
- preferably as fixed-amount financing,
- otherwise as share financing
granted.
The municipality is generally reimbursed 60 percent of the expenditure determined as eligible for the individual measure. In total, the funding should not exceed 50 percent of the costs of the overall measure. The latter does not apply if a funding rate of 80 percent to 90 percent is permitted for measures on the basis of separate regulations.
Prerequisites
Urban development funding is granted upon application if the funding requirements of the urban development funding guidelines are met. The basic prerequisite is the participation of the municipality with its own share of the eligible expenditure.
Owners/investors who want to implement an eligible project in a renewal area that meets the municipal renewal objectives can apply to the city or municipality for cost reimbursement if they are not financially able to implement the measure on their own.
A measure may not be started before the subsidies have been granted.
The granting of urban development funds must be permanently displayed on construction signs and after completion of the projects, e.g. by means of information boards.
There is no legal entitlement to funding.
Procedure
The governments are responsible for consultation and approval.
The municipalities notify the governments of their funding requirements in the form of applications for approval or, alternatively, notifications of need with prioritisation. The governments decide on the approval of the projects within the framework of the financial assistance provided.
