Workshops for disabled people; application for funding for investment costs
The Free State of Bavaria promotes the creation, expansion, modernisation and equipping of vocational training and workplaces for people with disabilities in workshops for disabled people.
Description
Workshops for disabled people are facilities for the participation of disabled people in working life who, due to a disability, cannot or cannot yet work in the general labour market.
Purpose of the funding
The funding is intended to ensure that sufficient modern places are available in workshops for disabled people for vocational training and employment. This will also enable severely disabled people to take up vocational training and gainful employment.
Recipients of funding
Eligible to apply are the sponsors/operators of recognised workshops (umbrella organisations of the voluntary welfare sector and their affiliated organisations as well as other legally responsible and non-profit-making sponsors, other private sponsors and sponsors under public law such as associations, foundations, local authorities).
Eligible costs
Funding is available (within existing expenditure ceilings) for the costs of new construction, conversion, extension or modernisation measures and equipment or the acquisition of real estate for the purpose of operating a workshop for disabled persons, its conversion and repair.
Type and amount of state funding
The share of funding from the equalisation levy is usually 65% of the eligible expenditure and is usually provided in the form of a grant (80%) and a loan (20%).
Procedure
The initial contact is made in writing or by telephone with the regional office of the Centre Bavaria Family and Social Affairs mentioned under "Responsible for you".
There, the initial coordination and consultation on the content, goal and eligibility of the planned project takes place. In the further procedure, the coordination with the other sponsors and cost units of the facilities (district, Regional Directorate Bavaria of the Federal Employment Agency) as well as the Bavarian Ministry of Social Affairs takes place.
For the initial contact with the Inclusion Office, an informal description of the measure with an explanation of the reasons for the need is sufficient. In the further procedure, the documents listed under "Required documents" are necessary for the examination of the eligibility requirements.
Deadlines
Applications for investment cost funding are submitted once a year by the Inclusion Office to the Bavarian Ministry of Social Affairs for inclusion in the respective annual funding programme. A prerequisite is a constructional and technical preliminary examination by the respective specialist departments with the involvement of the responsible Inclusion Office. This preliminary examination must be completed by approximately the end of January.
Processing time
The duration of the procedure up to the registration of the measure (cf. explanations under "Deadlines") varies and depends on the quality of the planning by the executing agency as well as the review capacities of the specialised agencies. Usually, a period of six months to one year can be expected.
The inclusion of the measure in the annual funding programme depends on its urgency and the budget funds available for this purpose; waiting times of several years may arise.
