Standard land values are determined and published by the expert committees for land values at the district offices and independent cities. Anyone can request information about the standard land values.
Description
Standard land values are determined every two years by the independent expert committees for land values at the district offices and independent cities. They are to be published and anyone can request information on the standard land values from the office.
Standard land values are average site values for the land to be determined on the basis of the purchase price collection covering the entire area, taking into account the different development status. The average land values refer to a majority of properties within a defined area (standard value zones), which largely correspond in terms of their property characteristics, in particular in terms of type and degree of usability, and for which the general value conditions are essentially the same. The standard land values are related to one square meter of land area of a standard land parcel. The standard land value plot is an undeveloped, fictitious plot of land, the land characteristics of which largely correspond to the predominant land and land-related value-influencing land characteristics of the standard land value zone formed. One standard land value is to be stated for each standard land value zone.
Deviations of an individual property from the standard land value property in the value-influencing characteristics (in particular development status, special location, type and extent of building use, soil condition, property shape, type of use) generally cause a corresponding deviation of the market value from the standard land value.
In Bavaria, the standard land values are determined at the beginning of every second calendar year with an even number. In 2011, for the first time in 2009 and 2010, they were determined for the entire state and no longer only for building land, as in the past.
The standard land values serve to ensure the clarity and transparency of the land market and are therefore intended to provide a true reflection of the value conditions on the land market. They are kept in automated form on the basis of official geodata and are usually presented in standard land value maps.

Information on standard land values is generally provided in writing by the office of the relevant expert committee for a fee. In some appraisal committees, the standard land values are available in digital form and can be obtained on digital data carriers or retrieved via the Internet.
