Regional development program; preparation
In Bavaria, a state development program is drawn up by the highest state planning authority for the territory of the entire Free State.
Description
The Bavarian State Development Program (LEP) is the Bavarian state government's interdisciplinary concept for the future of Bavaria's spatial order and development. It contains specifications (objectives and principles) of spatial significance for the entire state.
- Objectives are to be observed by all public authorities and constitute a duty to adapt for urban land use planning.
- Principles are to be taken into account in spatially significant planning and measures.
For more than 45 years, the LEP has been the basis and guideline for the spatial development of the Free State. It represents the essential instrument for realizing the guiding objective of Bavarian regional development policy: The preservation and creation of equal living and working conditions in all parts of the state.
The LEP has the task of:
- to define the main features of spatial development and order,
- to mitigate existing disparities in the state and to prevent the emergence of new ones,
- to coordinate all spatially significant specialized planning,
- to provide spatial development guidelines for regional planning.
