In Bavaria, a state development programme is drawn up by the highest state planning authority for the entire territory of the Free State.


The Bavarian State Development Programme (LEP) is the Bavarian State Government's interdisciplinary concept for the future of Bavaria's spatial order and development. It contains specifications (objectives and principles) of spatial significance for the whole of Bavaria.

  • Objectives are to be observed by all public authorities and constitute a duty of adaptation for urban land use planning.
  • Principles must be taken into account in spatially significant planning and measures.

For 45 years, the LEP has been the basis and guideline for the spatial development of the Free State. It is the essential instrument for the realisation of the guiding objective of Bavarian regional development policy: The preservation and creation of equal living and working conditions in all parts of the state.

The LEP has the task of

  • to define the main features of spatial development and order,
  • to mitigate existing disparities in the state and prevent new ones from arising,
  • to coordinate all spatially significant sectoral planning,
  • to provide spatial development guidelines for regional planning.
