Biomass heating plant; application for a grant
With the BioKlima funding program, Bavaria supports investments in new, environmentally friendly biomass heating plants.
The construction of biomass heating plants is intended to contribute to the implementation of the Bavarian Energy Program, the Bavarian Energy Action Program and to climate protection. The projects supported are to save at least 5,000 tons of carbon dioxide per year.
The Free State of Bavaria supports investments in new, environmentally friendly biomass heating plants with a nominal heat output of at least 60 kilowatts for the efficient energetic use of solid biomass in accordance with the guidelines listed below.
Eligible to apply are natural persons and legal entities under private law, partnerships, ecclesiastical institutions and legal entities under public law of the indirect state and federal administration with their own legal authority (in particular municipal regional authorities, institutions, foundations, chambers) that make the investment.
Eligible costs for the construction of a biomass heating plant:
- Eligible costs are the additional investment costs compared to a plant operated with fossil fuels.
- In detail, these can be the costs for the following measures:
- Biomass-specific plant components (biomass-specific additional costs for biomass boiler, filter system, heat storage, waste gas heat exchanger, etc.)
- Hydraulics (biomass-specific additional costs)
- Structural facilities and development (biomass-specific additional costs)
- Planning costs (pro rata for biomass-specific additional costs)
Type and amount
- Basic subsidy for biomass heating plant: The subsidy amounts to between 30 percent and 40 percent of the eligible costs (additional investment costs for a biomass heating plant compared to a heat generation plant of the same capacity that is operated with fossil fuels). The subsidy is provided as a grant in the form of pro-rata financing.
- Biomass heating systems with flue gas heat exchangers (economizers) or flue gas condensation systems receive a subsidy of five percent of the eligible costs in addition to the basic subsidy.
- Biomass heating systems with the use of newly installed solar heat receive a subsidy of five percent or ten percent of the eligible costs from a solar coverage of ten percent or 20 percent, respectively, in addition to the basic subsidy.
Essential eligibility requirements:
- The project may not be started before approval. The conclusion of a supply or service contract (e.g. purchase order, purchase contract) attributable to the execution of the project is deemed to be the start of the project. Planning services may be provided before the application is submitted.
- A heat storage tank ("buffer storage") with a minimum storage volume of 30 liters per kilowatt of nominal heat output must always be installed.
- The projected annual energy demand and the share of the biomass boiler(s) in the annual heat production must be plausibly proven (e.g., by an engineering firm or by an energy consulting firm).
- Heat supply contracts or preliminary contracts must be submitted with the application for 100 percent of the projected energy sales (based on the final expansion intended under this project).
- The subsidized plant must be built within Bavaria and must be operated for at least eight years after commissioning at the location named in the application (earmarking).
- Before submitting an application, a project discussion with the Technology and Support Center at the Competence Center for Renewable Resources (TFZ) is always required.

- Applications must be submitted to the TFZ, which is also responsible for approval.

After submission of a complete grant application, an average processing time of four to six weeks can be expected until approval.
