After an application for an event permit has been submitted, the responsible government will usually examine the conditions under which the permit can be granted and the event can be held together with the organizer, the other agencies affected by the event and the police. The summary of the requirements and conditions for the event is issued to the organizer as a so-called permit notice (§ 29 Para. 2 StVO).

The organizer must arrange for any further permits that may be required abroad. Due to the respective territorial sovereignty, there is no possibility, e.g. in the area close to the Austrian border, for the Bavarian authorities to "take care" of the necessary permit procedure there.
