Events at which the road is used more than is usual for traffic require the permission of the responsible licensing authority.
This is a supra-regional event if it also extends to the territory of other federal states or to neighboring countries or if more than three Bavarian administrative districts are affected by it.
Due to the special effects of supra-regional events, the Bavarian district governments are responsible for coordinating the event with the responsible agencies in other participating federal states and corresponding agencies abroad. This is then the government in whose area the event begins or first touches the territory of Bavaria.
The event and the accompanying necessary measures are regulated by conditions in the permit notice. This serves both the protection of the participants in the events and the protection of the other road users.
Permit-capable events are in particular
- bicycle races
- motor sport events
- public walks
- Relay races
- rally special tests
- bicycle tours (e.g. BR-Radltour)
After an application for an event permit has been submitted, the responsible government will usually examine the conditions under which the permit can be granted and the event can be held together with the organizer, the other agencies affected by the event and the police. The summary of the requirements and conditions for the event is issued to the organizer in the form of a so-called permit notice (§ 29 Para. 2 StVO).
The organizer must arrange for any further permits that may be required abroad. Due to the respective territorial sovereignty, there is no possibility, e.g. in the area close to the Austrian border, for the Bavarian authorities to "take care" of the necessary permit procedure there.
