Care in the local social environment; application for funding

The Free State of Bavaria promotes the nationwide and needs-based expansion of the nursing care structure so that people in need of care can remain at home in their familiar surroundings - in their local social environment - for as long as possible.

Description

Purpose

The purpose of the funding is the dementia-sensitive conversion, modernization and creation of needs-based care places and meeting places in order to meet the demographic challenges.

Object

The Free State of Bavaria provides state funding for investment costs:

  • Places for short-term care, respite care and palliative care
  • Day and night care places
  • Fully inpatient long-term care places (with and without opening to the local community)
  • outpatient assisted living communities and
  • meeting places.

Type and scope

The amount of the grant is

  • up to EUR 100,000 per newly created place for short-term care, respite care and palliative care
  • up to EUR 70,000 per newly created place for short-term living in facilities for children, adolescents and young adults with disabilities or adults with disabilities
  • up to 60,000 euros per newly created place in outpatient assisted living communities and per newly created place for long-term care in facilities that are open to the local community
  • up to 40,000 euros per newly created place for long-term care in facilities without an opening into the local social environment
  • up to 25,000 euros per newly created place in day and night care facilities
  • up to EUR 150,000 for spatially independent meeting places for people in need of care and people with dementia living at home, if their services particularly promote and maintain their quality of life and their ability to remain in their own homes and they can assume a guiding function, a networking function or the coordination of suitable services.

Conversion and modernization measures are generally funded through pro rata financing of up to 60 percent of the eligible expenditure. In the case of conversion and modernization measures for permanent care places in facilities that are not open to the local social environment, the grant amounts to up to 40 percent of the eligible expenditure as part of pro rata financing. Conversion and modernization measures can only be funded if it can be proven that the care place would otherwise be lost without replacement.

In total, a maximum of up to 90 percent of the eligible expenditure can be financed from grants or other third-party funds. The recipient of the grant must contribute at least 10 percent of the total eligible expenditure.

Prerequisites

General requirements for the funding of care places and meeting places are that

  • a need for care places and meeting places has been proven by means of a confirmation from the local authority responsible for this task (Art. 69 of the law on the implementation of social legislation),
  • socio-spatial planning (e.g. based on the overall senior citizens' policy concept in accordance with Art. 69 of the Act on the Implementation of Social Laws) is available,
  • a technical concept has been agreed with the responsible authorities, for example, providing information on the aim and purpose of the project, the specific services, the planned structures of the respective project, the premises, the organization, staffing, staff deployment, staff qualifications, the involvement of civically engaged citizens and
  • the structural (floor plan) planning has been completed,
  • if the project sponsor is not also the operator of the facility, the funding granted must be taken into account as a reduction when calculating the rent or lease.

Procedure

The funding application must be signed and submitted digitally (including all attachments for phase 1) to the Bavarian State Office for Care. Only plans must be submitted in the original.

Decisions on all applications received by the deadline will be made at our discretion and within the limits of the available budget.

A two-stage selection procedure has been carried out since the 2023 financial year. If your project is shortlisted for a grant, further documents must be submitted in the second stage of the procedure.

Special notes

It should be noted that there is no entitlement to funding under grant law.

Deadlines

The application deadline for funding applications is October 31 of the respective previous year.

For example, if you would like to submit a funding application for the funding year 2025, the deadline is October 31, 2024.

Projects that have already begun are excluded from funding.

    • Declaration of willingness to lend (see "Forms" section)
    • Proof of ownership (e.g. extract from the land register)
    • For day and night care, short-term and long-term care:
      Care contract or prospect of a care contract for care facilities / operating license for facilities under SGB VIII (if applicable and available)
    • Confirmation of need (from the responsible local authority; see "Forms" section)
    • For facilities that fall under the PfleWoqG: Proof of a concept professionally agreed with the FQA within the meaning of Art. 3 Para. 2 No. 11 PfleWoqG, § 1 Para. 2 AVPfleWoqG in the original (see "Forms" section)
    • For respite care:
      Confirmation from the FQA that the planned professional concept has been agreed (see "Forms" section)
    • Overall concept (which takes into account the requirements of the guideline for the respective type of facility (see "Forms" section: Template for structuring the overall concept)
    • Socio-spatial planning (if applicable, with a description of how citizens could contribute to the design of local care)
    • If possible: For newly initiated outpatient assisted living communities, a description of the use of a neutral moderator; the moderator is no longer mandatory, but is clearly recommended and positively considered
    • For meeting places: Description of the implementation of a pilot/networking/coordination function in accordance with 2.2.8.1 c) PflegesoNahFöR (see information sheet "Meeting place")
    • Site plan at least at a scale of 1:1000 showing the access route
    • Plans, if possible at 1:100 scale in the original, planning depth corresponding to at least service phase 2 HOAI

  • The following documents are required in the second phase of the procedure:

    • Application form - Phase 2 (see "Forms" section)
    • Memorandum/articles of association
    • Extract from the commercial register / other proof of the person(s) authorized to represent the company
    • For private individuals: Copy of identity card; irrelevant data can be blacked out
    • Exemption certificate from the responsible tax office (if applicable)
    • Original SGEI de minimis declaration (see information sheet and forms under "Forms")
    • Declaration of knowledge of the criminal liability of the subsidy-relevant facts in the context of the PflegesoNahFöR grant procedure in the original (see "Forms" section)
    • Schedule (at least a rough schedule indicating the chronological sequence of the trades)
    • Explanatory report in accordance with template 6 for Art. 44 BayHO (form as sample structure under the heading "Forms")
    • Cost calculation:
      • for new creation of care places according to sample 5 of the VV to Art. 44 BayHO (cost calculation analogous to DIN 276)
      • for conversion / modernization in the 3rd level according to DIN 276 (with specification of quantities, unit and total prices)
      • when purchasing a property: valuation report and calculation of how the possible funding amount will be passed on to those in need of care, as well as the cost statements in accordance with the regulations of the funding guideline (No. 4.4)
    • In the case of subsidy facts no. 2.2.1, 2.2.3, 2.2.5, 2.2.6 and 2.2.7 in accordance with the subsidy guideline: areas and room volumes according to DIN 277 in accordance with the planning status in service phase 4 HOAI
    • Updated planning documents (if changes have been made since submission in phase 1)
