The Free State of Bavaria supports companies in research and development projects in the field of digitization and information and communications technology.

Description

Purpose

Funding is intended to support companies in research and development projects in the field of digitization and information and communications technology and to improve and accelerate their implementation in new products, services and business processes.

Object

The funding covers the following topics and issues in particular:

  • Hardware and software engineering,
  • Data and knowledge management,
  • human-machine communication,
  • Real-time systems and embedded systems,
  • Data networks for intelligent infrastructures (e.g. energy, mobility, etc.),
  • Automation and intelligent production,
  • communication networks,
  • Technical IT services,
  • IT security.

Cross-cutting issues such as reliability, robustness, quality assurance procedures, etc. are also covered.

Research and development projects aimed at solving the above-mentioned problems are eligible for funding in the following areas

  • industrial research,
  • experimental development

in accordance with Article 25 (1) in conjunction with (2) (b) and (c) of the General Block Exemption Regulation (GBER).

Beneficiaries

Eligible applicants are:

  • Companies in the commercial sector and members of the liberal professions with their registered office or branch in the Free State of Bavaria,
  • non-university research institutions, state universities and institutions of state universities in Bavaria.

Preference will be given to small and medium-sized enterprises (SMEs) as defined in Annex I AGVO.

Applicants must have sufficient creditworthiness to carry out the project and provide evidence of this, if required.

Eligible costs

The eligible costs are governed in detail by Art. 25 AGVO.

Type and scope

The funding is provided in the form of grants as part of project funding.
The aid intensity for the eligible expenses under the project is ?
  • up to 50 % of the eligible costs in the case of industrial research,
  • up to 25 % of the eligible costs in the case of experimental development.

Prerequisites

The R&D projects must be carried out in close cooperation between several companies or between companies and research institutions (collaborative projects). Several companies should cooperate along a value chain. A collaborative project should involve at least two companies, at least one of which should be a medium-sized company, and possibly a university or non-university research institution.

Further requirements are

:
  • The implementation of the projects must be associated with a considerable technical and economic risk.
  • The projects must be characterized by a high degree of innovation, i.e. the technologies, products and processes to be developed must go beyond the state of the art in science and technology.
  • The essential parts of the projects must be carried out in Bavaria.
  • Applicants must already have relevant technical experience and specific research and development capacities at the time of application.
  • Applicants or project participants from the commercial sector must be able to prove that they will use an appropriate amount of their own or external funds to finance the project, which will not be financed by other public aid or interest subsidies.
  • Cumulation with funds of the European Union or with other state aid is only possible under the conditions of Art. 8 GBER.
  • Funding will not be provided for projects that have already been started before the competent body has received a verifiable application and approved the start of the measure, or for projects that are essentially carried out on behalf of third parties not involved in the collaborative project.

Procedure

The application must be submitted in writing to the project management organization (see "Responsible for you"), which prepares the basis for the decision. Approval is granted by the Bavarian State Ministry of Economic Affairs, Regional Development and Energy.

Deadlines

Funding will not be provided for projects that have already begun prior to receipt of a verifiable application by the competent body and its approval of the start of the measure, as well as for projects that are essentially carried out on behalf of third parties not involved in the collaborative project.

Processing time

The duration of the processing depends largely on the quality of the application and the cooperation of the applicant with the project sponsor. It can range from a few months to almost a year. Processing by the Bavarian State Ministry of Economic Affairs, Regional Development and Energy takes a maximum of four weeks.

  • Elektronische Antragstellung (ELAN)

    The funding proposal can be entered electronically on the platform and released for review and further processing. The application must then be printed out, signed and sent to the named recipient. Access data is provided by Projektträger Bayern.
