Description
If you want to carry out demolition and renovation work with weakly bonded asbestos, you need a permit for these activities for your company. According to number 3.1 of the Technical Rules for Hazardous Substances (TRGS) 519, the only exceptions are activities that use low-emission processes according to number 2.9 of TRGS 519.
The approval is issued upon application by the trade supervisory office responsible for you. The application must be accompanied by proof of sufficient personnel and safety equipment (see requirements).
Prerequisites
Approval can only be granted if the applicant can provide evidence of sufficient personnel and safety equipment.
The personnel equipment includes the following proofs:
- Determination of a competent responsible person as well as a competent representative according to No. 5.1 of TRGS 519 (requirements of expertise see No. 2.7 of TRGS 519)
- Written assignment of the supervisor(s) according to No. 5.2 of TRGS 519 (for requirements of expert knowledge or qualification see No. 2.7 of TRGS 519)
- Employment of a sufficient number of skilled workers who are able to carry out the work properly and safely as well as to operate and monitor the required safety equipment.
The safety equipment includes the following equipment described below, which must be used on the construction site or kept ready for operation at the depot:
1. demolition and renovation work on sprayed asbestos
- Partitioning
- Marking of the working area
- Air conditioning system (RLT with negative pressure monitoring)
- Measuring device for negative pressure maintenance and recording/recorder
- Personnel decontamination system; four chambers
- Sanitary/washing facilities on site
- Material decontamination plant; at least two chambers
- Packaging material for asbestos-containing materials (labeling according to Annex 2 of TRGS 519)
- If necessary, containers for collecting asbestos-contaminated reusable protective or work clothing with labeling in accordance with Annex 2 of TRGS 519
- Wastewater collection tank, if necessary wastewater filter system
- Low-pressure spraying device
- Industrial vacuum cleaner/dust extractor in accordance with Annex 7.1 of TRGS 519
- High-performance vacuum cleaner HVG
- Facilities for equipment cleaning at the depot (company headquarters)
- Radiotelephones
2. demolition and remediation work on weakly bonded asbestos products - without sprayed asbestos
- Partitioning
- Marking of the working area
- Ventilation system (RLT with negative pressure monitoring)
- Measuring device for negative pressure maintenance and recording/recorder
- Personnel decontamination system; at least three chambers
- Material decontamination system; at least two chambers
- Sanitary/washing facilities on site
- Packaging material for asbestos-containing materials (labeling according to Annex 2 of TRGS 519)
- If necessary, containers for collecting asbestos-contaminated reusable protective or work clothing with labeling in accordance with Annex 2 of TRGS 519
- Wastewater collection tank, if necessary wastewater filter system
- Low-pressure spraying device
- Industrial vacuum cleaner/dust extractor in accordance with Annex 7.1 of TRGS 519
- Equipment cleaning facilities in the company yard (company headquarters)
- Radiotelephones
3. demolition and remediation work on a small scale on weakly bound asbestos products indoors
- Partitioning/foil door
- Marking of the work area
- Ventilation system/air extractor; for small rooms: use of a suitable industrial vacuum cleaner/dust extractor in accordance with Annex 7.1 of TRGS 519 (in accordance with Number 14.4 Paragraph 3 of TRGS 519, an eightfold air exchange per hour must be ensured)
- Personnel decontamination facility
- Sanitary/washing facilities on site
- Material decontamination facility
- Packaging material for asbestos-containing materials (labeling according to Annex 2 of TRGS 519)
- Containers for the collection of asbestos-contaminated reusable protective or work clothing with labeling according to Annex 2 of TRGS 519
- Low pressure sprayer
- Industrial vacuum cleaner/dust extractor in accordance with Annex 7.1 of TRGS 519
- Equipment cleaning facilities in the company yard (company headquarters)
Compulsory occupational health care in accordance with the Ordinance on Occupational Health Care must have been carried out before the start of work for all employees who carry out activities with materials containing asbestos.
Note: It is at the discretion of the competent authority to have the applicant provide evidence of the compulsory occupational health screening carried out for all employees.
Procedure
The application for approval as a specialist company in accordance with the Ordinance on Hazardous Substances (GefStoffV), Annex I No. 2.4.2 Paragraph 4 for demolition and renovation work on weakly bound asbestos products must be addressed to the trade supervisory office responsible for the company's registered office.
