Foreign certificates from another EU member state or from another state party to the Agreement on the European Economic Area
shall be deemed to be equivalent to the aforementioned German certificates if the foreign certificates show that the applicant fulfils the licensing requirements or the essentially comparable requirements of the issuing State on the basis of their objective.
