Mining; defense against hazards from old mining operations
Hazard mitigation measures must be taken to restore and ensure the long-term public safety threatened by abandoned mine workings.
Description
In some areas, the legacies of old mining, such as waste rock piles, pits, and drift mouths, are still preserved. Near-surface mining, adits and, above all, surface shafts can lead to deformations and damage to the surface due to the collapse of cavities and the failure of former covers and backfills, some of which are decades to centuries old and no longer meet today's requirements. These become evident through subsidence, cracks and fissures as well as daytime fractures.
These old mining-related damage events, which often occur without any prior signs, usually pose a threat to life, health and property. In addition to agricultural and forestry areas, traffic areas as well as residential and construction areas can also be affected.
The mining offices are responsible for the prevention of hazards from underground mining facilities (e.g. tunnels or shafts) that are no longer subject to mining supervision.
Since then, a systematic inventory and evaluation of old mining objects has been carried out as part of the hazard reconnaissance (Section 55 of the State Criminal and Ordinance Law). A great deal of information is gathered so that a reliable hazard assessment can be made for the object in question. If this assessment reveals a danger to public safety, the mining offices initiate measures to avert it in the form of safeguards or remediation. In this case, the mining office, as the responsible authority, only takes action if the person causing the danger can no longer be identified.
In addition to actively investigating and eliminating hazards, the mining offices also provide consulting services to authorities and public agencies. In addition to answering general inquiries and inquiries from private third parties about old mines, this also includes issuing statements on properties in the course of urban land use and building permit procedures with regard to old mining contamination.
