Tethered balloons and kites; application for permission to ascend

A permit is required to launch tethered balloons with a tether of more than 30 m and to launch kites and paragliders with a tether of more than 100 m.


A tethered balloon is a balloon filled with lifting gas or hot air, which is directly or indirectly anchored to the ground, regardless of the dimensions and mass of the balloon envelope.

Tethered balloons with a tether length of more than 30 metres as well as kites and paragliders with a tether length of more than 100 metres require permission from the competent aviation authority for ascent or launching.

The tether of tethered balloons and kites whose ascent requires permission must be marked at intervals of 100 m by day with red and white flags and at night with red and white lights in such a way that it can be seen from all directions from other aircraft.

It is forbidden to fly kites or to operate paragliders at a distance of less than 1.5 km from the boundary of airfields.

The local aviation authority may allow exceptions to the ban in individual cases if the requested use of the airspace does not pose a threat to public safety and order.


For the granting of permission, the involvement of the responsible air traffic control authority or the Federal Office for Infrastructure, Environmental Protection and Services of the Federal Armed Forces may be required.

Special notes

The ascent of children's balloons at a distance of less than 1.5 kilometres from the boundary of airfields is generally prohibited. Furthermore, the ascent of children's balloons is not subject to approval by the air traffic control authorities, however, as mass ascent and as ascent of bundled children's balloons may require air traffic control clearance by Deutsche Flugsicherung GmbH.


The application must be submitted well in advance of the scheduled date (approx. 4 weeks before the date).
