Animal husbandry; implementation of controls

According to the Animal Welfare Act, a large number of animal holdings (e.g. livestock holdings, slaughterhouses, experimental animal holdings) must be inspected regularly to ensure compliance with animal welfare requirements. Inspections are also permissible without concrete suspicion.


The following shall be subject to supervision by the competent authority

  • Livestock farms including horse farms,
  • commercial riding and driving establishments
  • establishments which transport animals on a commercial basis,
  • pet shops,
  • animal fairs
  • circuses and shows,
  • animal shelters and similar establishments,
  • organisations importing vertebrate animals (other than farm animals) from abroad and supplying or brokering them in return for payment,
  • Professional dog trainers,
  • Zoological gardens,
  • establishments where animals are slaughtered,
  • Establishments in which
    • animal experiments are carried out,
    • laboratory animals are bred,
    • vertebrate animals are used for the purposes mentioned in § 6 Para. 1 Sentence 2 No. 4 or
    • vertebrate animals are killed for scientific purposes.

The authorities are authorised to issue the necessary orders to put an end to conditions that are contrary to animal welfare. These range from verbal orders to the removal of the animals and the initiation of proceedings to impose fines. Legal basis
