Motor vehicle; application for transfer or re-registration.
In the event of a change of owner due to sale, inheritance, donation, etc., a change of domicile or place of business, or after the vehicle has been taken out of service, it may be necessary to transfer the vehicle to its new owner or to re-register it with the previous owner, or to correct the owner data.
If the owner data of a motor vehicle changes, for example due to a change of residence or place of business, sale, donation, etc., you are obliged to have the owner and vehicle data updated at the registration authority. In the event of a move or change of owner within Germany, you can keep the previous license plate (in the case of a registered vehicle). However, you can also voluntarily apply for a license plate of the new registration district.
You cannot have a license plate that you took over when you moved or changed owners to another registration district reassigned to you after a decommissioning.

When a license plate is assigned as part of the registration process, you are usually assigned a combination of letters and numbers over which you have no control. However, if you would like a specific letter and number combination (e.g. your initials or year of birth), you can apply for such a vanity plate for a fee.
Since 01 October 2019, transfers and re-registration can also be carried out internet-based. You can access the internet-based processes via the website of your registration authority. There you will also find further information

In addition to the electronic ID card with corresponding signature, the security codes of the registration certificate Part I and the license plates are required. In addition, an electronic insurance confirmation (eVB) and - if required - proof of the main inspection / safety test must be retrievable.

The fees are based on the schedule of fees for road traffic measures.
Relocation or change of owner with registered vehicle under continuation of the license plate: 16,70 Euro
Transfer without continuation of the license plate: 27,00 Euro (in case of allocation of desired license plate plus 10,20 Euro)
- Re-registration after taking the vehicle out of service within the same registration district - without change of owner and on the identification number reserved at the time of taking the vehicle out of service: 11.60 Euro
The fees are increased by the fees of the Kraftfahrt-Bundesamt (depending on the transaction between 0,60 and 3,80 Euro), costs for adhesive seals (0,30 Euro each) and registration of non-typed vehicles (15,30 Euro).
NOTE: In addition to the cases mentioned here, there are others that require the submission of additional documentation and may result in different fees. In these cases, please contact the local registration authority.
The costs for the production of license plates are not listed. These are offered by private companies in the vicinity of the vehicle registration authorities. The prices are not set by law.
