Timber construction funding program; application for funding for timber construction measures

The Free State of Bavaria is promoting the amount of carbon dioxide sequestered for the new construction, extension and addition of storeys to multi-storey residential buildings and buildings of local authorities in timber construction, such as administrative buildings and social infrastructure.

Description

Purpose

The aim of the funding is to conserve finite resources by increasing the use of building elements made of wood and other renewable raw materials and to make a significant contribution to climate protection in the construction sector by storingCO2.

Object

The amount of carbon stored as part of the following construction measures in the Free State of Bavaria is eligible for funding:

  • New construction, extension and addition of storeys to buildings of local authorities in timber construction (buildings for public purposes such as administrative buildings, buildings for social infrastructure such as schools and kindergartens)
  • New construction, extensions and additions to multi-storey residential buildings in timber construction

The new building is to be planned with a gross floor area of at least 300m2 and the extension and addition of storeys with a gross floor area of at least 100m2.

Recipients of grants

Eligible applicants are local authorities, including local authority cooperation in the form of special-purpose agreements and associations, as well as natural persons and legal entities under public and private law.

Eligibility requirements

Timber construction within the meaning of the guideline is the use of timber in load-bearing structural elements of buildings. The supporting structures must be predominantly made of wood. However, at least the load-bearing structure of the building envelope and one other load-bearing component must be made of wood.

Proof must be provided for the use of renewable, carbon-storing building materials. This is done using a calculation tool that determines the amount of renewable raw materials used and the associated storage quantity ofCO2.

Type and scope

The grant is provided as a subsidy without legal entitlement and within the scope of available budget funds. The amount of the grant is 500 euros per ton ofCO2 stored.

Prerequisites

  • Buildings that meet at least the "Efficiency House Standard 55" energy standard are eligible for funding. The minimum energy standard for the newly constructed floors or storeys must be complied with in the case of "addition of storeys" and "extension" measures.
  • Timber construction within the meaning of the directive is the use of timber in load-bearing structural elements of buildings. The supporting structures must be predominantly made of wood. However, at least the load-bearing structure of the building envelope and one other load-bearing component must be made of timber.
  • Proof must be provided for the use of renewable, carbon-storing building materials. This is done using the "CO2-Tool" calculation tool, which is used to determine the amount of renewable raw materials used and the associated storage quantity ofCO2.
  • The eligible building materials must correspond to the current state of the art, be ready for the market and be suitable for the respective construction project and the construction method to be used. The use of raw materials from sustainable production or management is also a prerequisite.
  • Funding can only be provided for measures that have not yet been started.

Procedure

  • The funding application must be submitted to the responsible district government using the currently valid application forms and the documents specified therein.
  • Approval is granted within the framework of the available budget funds according to the order in which applications are received. There is no legal entitlement to funding.
  • The government will arrange for the funds to be paid out and will check the proof of use.

Special notes

Amounts under EUR 25,000 per construction project are not funded (de minimis limit). The maximum total grant amounts to EUR 200,000 per construction project (maximum funding limit).

Deadlines

If the funding is called up by 31.12.2023:

The application for disbursement must be submitted to the responsible approval office by the beginning of December 2023 at the latest.
