Cycling infrastructure; applying for funding for investments to improve cycling.
With the special "City and Country" program, the federal government is helping the states and local authorities to improve cycling infrastructure.
Description
Purpose
In terms of efficient climate protection and the consistent design of a modern and people-oriented mobility, the expansion of a safe cycling system that is planned in seamless networks and can be used with low loss times is to be supported. The goal is a high-quality, safe and efficient cycling infrastructure in both urban and rural areas.
Object
The following projects are eligible for funding under the special "Urban and Rural" program:
- New construction, conversion and expansion, including the necessary planning services of third parties (outside the public administration) and the required land acquisition, of:
- roadside cycle paths (also designed as cycle lanes and protective lanes), separated as far as possible from motorized individual traffic (MIV), including their structural separation from motor vehicle traffic,
- independent bicycle lanes,
- bicycle lanes and bicycle zones,
- cycle path bridges or underpasses for height-free crossing, especially of roads, railways and waterways in the course of cycle connections,
- Intersections that reduce complexity, separate traffic flows, provide for fully secured guidance of bicycle traffic, and consistently eliminate sight obstructions, as well as the construction of protective islands and significantly advanced stop lines.
The above-mentioned measures also include the elements of traffic-engineering equipment for the paths that are necessary for traffic safety reasons, including lighting systems and wayfinding signage based on the information sheet on wayfinding signage for bicycle traffic.
- New construction, reconstruction and expansion of facilities for stationary traffic, including the necessary planning services of third parties (outside the public administration) for bicycles and cargo bikes, of:
- Parking facilities that provide theft-proof and stable mounting of bicycles, such as lean-to or double-deck parking systems or bicycle boxes,
- Bicycle parking garages at important sources/destinations of bicycle traffic.
The aforementioned facilities also include those not linked to local public transport (PT) and local rail transport (PT). The renewal of existing parking facilities is also eligible for funding, provided that a qualitative improvement in parking conditions is achieved here in the interests of cycling.
- Operational measures to optimize the flow of traffic for bicycle traffic, the coordination of successive traffic signals, separate traffic light phases (green phases) for the different traffic flows to improve the safety of bicycle traffic or the flow of traffic for bicycle traffic.
- The creation of necessary cycling concepts (outside of public administration) taking into account the linkage with other forms of mobility. The expenses for this are eligible as anticipated planning costs only together with the implementation of the first, subsequent investment measure.
- The new construction and expansion of bicycle and pedelec parking facilities, including charging options, at the interfaces with public transport by bus and rail.
Beneficiaries
Grants can be awarded to federal states, counties, municipalities and municipal associations.
Eligible costs
Reference is made to Art. 3 No. 2 of the Administrative Agreement Special Program "City and Country" and the relevant state-specific guidelines (see under "Legal Basis").
The maximum rates used to determine eligible costs under the Bavarian Municipal Transportation Financing Act (BayGVFG) apply accordingly. In the case of bicycle parking facilities, the eligible costs are determined using flat-rate maximum rates per parking space.
Type and amount
Funding is granted on a pro-rata or fixed-amount basis in relation to the eligible costs. Both the planning and the construction of cycling infrastructure can be funded with up to 75% of the eligible costs. If the funding decision is issued by December 31, 2021, up to 80% of the eligible costs can be funded. In the case of particularly financially weak municipalities, up to 90% funding is possible.
The Free State of Bavaria will increase federal funding for bicycle parking facilities from up to 75% or 80% to up to 90% of eligible costs.
Duration
The term of the special program is limited to Dec. 31, 2023. However, the federal government intends to extend it.
Prerequisites
A prerequisite for the subsidy is, in particular, that the investment has
- has not yet begun,
- is ready for construction and land acquisition has been secured,
- is (currently) fully implemented by the end of 2023,
- is structurally and traffic-related sound,
- is planned in compliance with the principle of economic efficiency and economy,
- has its own traffic significance, in particular for commuter or everyday traffic, and has an overall positive forecast with regard to the potential for modal shift,
- does not serve or is not intended to serve exclusively tourist traffic,
- the planning is carried out within the framework of an integrated traffic concept or at least a bicycle traffic concept or bicycle network,
- can be operated and maintained permanently, safely and sustainably - including winter services - by the state and local authorities responsible for road construction.
Procedure
The funding application must be submitted to the responsible district government.
The district government reviews the application and forwards it to the Bavarian State Ministry of Housing, Construction and Transportation (StMB).
The StMB, together with the district governments, prioritizes the applications and applies for the funds to the Federal Office for Logistics and Mobility (BALM) on the basis of the "Urban and Rural" administrative agreement.
After the decision by the BALM, the district government issues the funding decision and accompanies the funding until the verification of the proof of use. Here is the link to the contact persons of the district governments: Contact

Funding is provided without legal obligation within the limits of the budgetary resources available for these purposes.
Deadlines
There are no deadlines for submitting applications to the district governments.
Applications to BALM are submitted on the first day of each month.
