Description

Purpose

Pursuant to Articles 23 and 44 of the Bavarian Budget Code (BayHO), the Free State of Bavaria grants subsidies in accordance with this guideline and the administrative regulations on Articles 23 and 44 of the Bavarian Budget Code (BayHO) to promote rental costs for the room and office equipment of private vocational schools for nursing.

Since April 1, 2020, generalist training as a nursing specialist has been taking place at newly established vocational schools for nursing. The introduction of the new type of school in place of the previous vocational schools for nursing, pediatric nursing and geriatric nursing and the associated changeover to a financing system essentially defined in federal law (Nursing Professions Act - PflBG; Nursing Professions Training Financing Ordinance - PflAFinV) should not put the school operators in a worse position than would have been the case if the previous financing system under state law had continued to apply.

The Free State of Bavaria grants voluntary financial support within the scope of available budgetary funds to finance the areas of expenditure not covered by the federal regulation.

Object

The object of the funding is the operation of a vocational school for nursing.

Recipient of the grant

Eligible to apply for and receive funding are sponsors of state-approved or state-recognized vocational nursing schools in Bavaria if these sponsors are legal entities under public or private law and operate on a non-profit basis (Art. 29 Par. 2 BaySchFG by analogy).

Eligible costs

Eligible expenses are the rent or the fee for the transfer of use of the school premises and facilities in the case of a form of contract other than rent.

Type and amount

The grant for the rent or other contractual form of the transfer of use of the school premises and facilities is provided as a non-repayable grant within the framework of fixed-amount financing. The sponsor receives a lump sum per square meter of the eligible floor space of the vocational nursing school per school year. The lump sum depends on the school location. It results from the following overview:

  • Planning region 14 (state capital Munich; districts Dachau, Ebersberg, Erding, Freising, Fürstenfeldbruck, Landsberg am Lech, Munich, Starnberg): 378 EUR per m².
  • Cities of Ingolstadt and Rosenheim: 183 EUR per m²
  • Upper Bavaria without planning region 14 and the cities of Ingolstadt and Rosenheim: 149 EUR per m²
  • District capital Regensburg: 252 EUR per m²
  • Lower Bavaria and Upper Palatinate without district capital Regensburg: 192 EUR per m²
  • District capital Würzburg: 168 EUR per m²
  • Upper Franconia and Lower Franconia without district capital Würzburg: 144 EUR per m²
  • Cities of Nuremberg and Erlangen: 168 EUR per m²
  • Middle Franconia without cities of Nuremberg and Erlangen: 144 EUR per m²
  • Swabia including district capital Augsburg: 240 EUR per m²

Eligible floor space is the area of the leased school premises and facilities that is required for the space needed in accordance with the School Construction Ordinance (SchulbauV). If the actual area of use is less, this area is decisive.

If the actual expenditure for the transfer of the school premises and facilities is less than the amount calculated on this basis, the grant shall be reduced to the actual expenditure. In the case of the actual expenses, only the payments for the transfer of use per se shall be taken into account, not for the costs arising from the operation of the school premises (ancillary costs).

Prerequisites

  • A rent subsidy is granted to sponsors of state-approved or state-recognized vocational nursing schools in Bavaria, provided that these sponsors are legal entities under public or private law and operate on a non-profit basis.
  • The grant recipient receives a lump-sum training budget from the Bavarian Nursing Training Fund GmbH in accordance with Sections 29, 30 of the Nursing Professions Act and Section 8 of the Nursing Professions Training Financing Ordinance.
  • Sponsors of vocational nursing schools that are necessarily associated with a hospital as training facilities within the meaning of Section 2 No. 1a lit. e and f of the Hospital Financing Act and are included in the hospital plan of the Free State of Bavaria do not receive funding on the basis of the present funding guidelines.

Procedure

Funding is granted upon application to the locally responsible government.

Grants are awarded in the form of written or electronic notifications. As a rule, the grant period is the school year in accordance with Art. 5 Para. 1 Sentence 1 of the Bavarian Education Act (BayEUG).

The local government pays the rent subsidy in installments on August 15, November 15 and February 15 as well as a final payment on May 15 of the subsidized school year. If the school year at a vocational school for nursing differs from the regular school year, the disbursement authority specifies the disbursement dates in the notice of approval.

Special notes

Internal leases and agreements of a school board are not eligible for funding.

Likewise, school premises owned by the school board are not eligible for funding.

The rental subsidy is not granted if the school board is reimbursed for the rental expenses as part of other public funding.

Deadlines

The application for a rent subsidy must be submitted to the responsible government no later than April 1 prior to the subsidized school year.

If the school year of a vocational school for nursing deviates from the school year according to Art. 5 Par. 1 Bavarian Law on Education and Teaching (BayEUG) (August 1 to July 31 of the following calendar year), the application must be submitted no later than four months before the start of the school year.
