Fluorinated greenhouse gases; application for certificate of competence
Persons who install, inspect for leaks, maintain, repair, decommission equipment containing fluorinated greenhouse gases or recover the gases require a certificate of competence to perform their activities.
Description
Certificates of competence are issued on a personal basis for
- Activities on stationary refrigeration and air conditioning equipment and heat pumps,
- recovery of fluorinated greenhouse gases from equipment containing fluorinated greenhouse gases as solvents,
- activities at stationary fire protection equipment
- activities on electrical switchgear
- Activities on refrigeration equipment in refrigerated trucks and trailers.
- Recovery of fluorinated greenhouse gases from air-conditioning systems in motor vehicles or other mobile refrigeration and air-conditioning equipment
The competent bodies are the Chambers of Crafts, Chambers of Industry and Commerce, craft guilds, insofar as they have been authorized by the competent Chamber of Crafts to carry out tests, and the bodies recognized by the Bavarian State Office for the Environment.
Prerequisites
A certificate of competence for the respective activity is issued to persons who have
- in the case of activities on stationary refrigeration and air-conditioning systems, heat pumps or refrigeration systems in refrigerated trucks or trailers, have successfully completed a technical or craft training qualifying for the respective activity or are exempted from the requirement of a technical or craft training pursuant to sentence 5 or Section 5 (4) of the Chemicals Ozone Layer Ordinance and have each passed a theoretical and practical examination pursuant to Article 5 (1) of Regulation (EC) No. 303/2008 or Article 4 (1) of the Implementing Regulation (EU) 2015/2067,
- in the case of activities at installations containing fluorinated greenhouse gases as solvents, have successfully completed a technical or craft training course qualifying them for the activity in question or are exempt from the requirement for a technical or craft training course and have each passed a theoretical and practical examination in accordance with Article 3(1) of Regulation (EC) No 306/2008,
- in the case of activities on fixed fire protection installations, have passed a theoretical and practical examination in accordance with Article 5 (1) of Regulation (EC) No. 304/2008,
- In the case of activities on electrical switchgear
- in accordance with Article 10(1)(a) in conjunction with Article 4(2)(f) of Regulation (EU) No 517/2014, have successfully completed technical or craft training qualifying them for the activity in question or are exempt from the requirement for technical or craft training and have passed a theoretical and practical examination in accordance with Article 3(1) of Implementing Regulation (EU) 2015/2066, or
- in accordance with Article 10(1)(c) in conjunction with Article 8(1)(e) of Regulation (EU) No 517/2014, have passed a theoretical and practical examination in accordance with Article 3(1) of Implementing Regulation (EU) 2015/2066 or, in the case of high-voltage switchgear, in accordance with Article 4(1) of Regulation (EC) No 305/2008, or
- in the case of activities on air-conditioning systems in motor vehicles or other mobile refrigeration and air-conditioning systems not covered by the first bullet point, have participated in a training program pursuant to Article 3(2) of Regulation (EC) No 307/2008 or meet the requirements pursuant to the first bullet point.

Fees
Please contact the respective body directly (Chamber of Crafts, Chamber of Industry and Commerce insofar as they have been authorized by the responsible Chamber of Crafts to conduct tests, Guild of Crafts and bodies recognized by the Bavarian State Office for the Environment).
