Digital radio BOS; application for object radio supply systems

For commissioning and as a prerequisite for the operation of voluntarily erected or building-law required object radio supply systems, the 9-stage notification procedure must be completed.

Description

A stable and highly available radio link is essential for the emergency forces of the authorities and organizations with security tasks (BOS). The availability of BOS digital radio is required not only in the open field, but also inside buildings.

Digital object radio supply systems (OV systems) are radio systems for buildings that are set up and operated on the basis of the TETRA radio standard. They are used where the BOS digital radio network is not available with sufficient signal strength inside the building.

The building owner or operator is responsible for the planning, installation and operation of an OV system. Within the framework of a building permit procedure or due to other regulations under public law, they can be obliged to install or retrofit an OV system. The design of the OV system is generally based on the specifications of the requesting BOS.

For general questions about OV installations and the OV notification procedure in Bavaria, their central point of contact is the Bavarian Authorized Body (AS BY).

The AS BY accompanies the notification procedure specified or prescribed by the Federal Agency for Digital Radio of Security Authorities and Organizations (BDBOS).

By defining the connection to the BOS digital radio network and checking by means of radio measurements whether specified parameters have been complied with when setting up OV systems, AS BY ensures that OV systems are integrated into the BOS digital radio network with as little backlash as possible and thus without interference.

The functional acceptance of the OV systems is always the responsibility of the requesting BOS.

Prerequisites

Within the scope of a building permit procedure or due to other regulations under public law, the installation or retrofitting of an object radio system may be required.

Procedure

The following stages must be completed as part of the BDBOS notification procedure for OV systems:

  • Stage-1: Start of the constructional measure - determination of the necessity of an OV installation by the local BOS.
  • Stage-2: Submission of the necessary documents to the AS BY (by mail to as.by.funkplanung@polizei.bayern.de)
  • Stage-3: Determination of the connection by AS BY
  • Stage-4: Planning of the OV system by the building owner or operator
  • Stage-5: Permission of frequency use by BDBOS/BNetzA
  • Stage-6: Construction of the OV system by the owner/operator
  • Stage-7: Checking of the specified parameters (Stage-3) by AS BY - Acceptance of the OV system by the requesting authority (local BOS)
  • Stage-8: Confirmation of commissioning by AS BY
  • Stage-9: Confirmation of commissioning and frequency use by BDBOS

The progress, specifications and realization data of the OV systems are continuously documented across all stages in the display form specified by the BDBOS.

The deadlines from the building permit must be observed.

Processing time

The application procedure is divided into nine stages, which are passed through one after the other. The average duration of the 9-stage notification procedure is 6 to 12 months, depending on the planning and construction phase of the OV plant.

Remedy

AS BY is a state service provider in the sense of a central contact. Formally, a contract for the operation of an object radio supply system is concluded between the operator and the BDBOS. The BNetzA approves the use of frequencies. Objections can be raised in accordance with the notifications of these authorities in the course of the overall process.
