Description
The activity subject to approval may only be commenced after approval has been granted. The procedure is application-based. A site visit is used to verify that establishments meet the relevant hygiene requirements to ensure protection of public health. Approval of establishments should be conditional on meeting certain requirements to reduce the risk of contamination within the facility where the sprouts are produced.
Approval also provides the establishment with the approval number required for intra-Community trade.
Prerequisites
Establishments are approved in accordance with Article 2 of Regulation (EU) No 210/2013 and Article 6(3) of Regulation (EC) No 852/2004. Regulation (EC) No. 852/2004 contains general hygiene rules for food that food business operators must comply with, among other things, during primary production and related operations.
The food business operator or the responsible person appointed by the food business operator must have the required reliability for the management of the food business.
Procedure
The approval procedure begins with the submission of the documents to the locally responsible district administrative authority (district office or independent city), which carries out a preliminary examination and forwards the application to the government. After the application has been submitted and the preliminary examination has been carried out, the government carries out a site inspection to check whether the relevant requirements of food law have been met in each individual case. With the approval, the establishment also receives the approval number required for intra-Community trade.

Without a license, an activity subject to licensing may not be commenced.
