Municipalities are allowed to charge for parking on public roads and squares, by means of parking meters, parking ticket machines or payment systems (e.g. so-called cell phone parking).

Description

Parking meters and parking ticket machines are primarily to be arranged where there is insufficient parking space and it must therefore be achieved that as many vehicles as possible can park one after the other for as short a precisely limited time as possible. In this way, so-called parking space management makes it easier for individual road users to find a parking space even when the parking situation is tight.

The Federal Road Traffic Act authorizes the state governments to issue corresponding fee ordinances, so-called parking fee ordinances. In Bavaria, the authority to issue the ordinances has been delegated to the local (municipalities) and lower road traffic authorities (district offices, independent municipalities and large district cities).

These fee regulations apply to parking on designated public ways and places. Parking fees may not exceed €0.50, or €1.30 in areas with special parking pressure, per half hour or part thereof.

In areas where there is no public use under road law (e.g. private parking spaces), (higher) charges under civil law may be levied on the basis of private law regulations.

  • Parking fee levels vary from municipality to municipality. Concessions can be provided for the parking of electrically powered vehicles.
