Owner-occupied housing; application for funding
The state subsidizes the creation or purchase of owner-occupied housing (own house or condominium for owner-occupancy).
Description
Purpose
The subsidy is intended to help people seeking housing to form their own home by building or acquiring a house or condominium for their own residential purposes (= owner-occupancy, Art. 3 (1) Sentence 4 of the Bavarian Housing Subsidy Act, BayWoFG).
Object
The state promotes the creation or acquisition of owner-occupied housing within the framework of the Bavarian Housing Promotion Program.
Beneficiaries
Households that are not only temporarily residing in the federal territory and are legally and factually in a position to establish a residence as the center of living relations for their household for a longer period of time and thereby run an independent household.
Funding for the purchase of owner-occupied housing is excluded if the seller and buyer are related in a direct line.
Eligible costs
In the case of construction of housing, the total costs as defined in §§ 5 to 8 of the Ordinance on Housing Calculations under the Second Housing Act (Second Calculation Ordinance - II. BV) (= land, construction and ancillary construction costs) are eligible for funding.
In the case of the purchase of residential property, the purchase price and the acquisition costs are eligible; in the case of a second purchase (= used residential property), the costs of any necessary modernization and repair measures are also eligible.
Type and amount
The subsidy is provided in the form of a low-interest construction loan (0.5 percent interest) for a period of 15 years.
Prerequisites
- Only households whose income does not exceed the income limits specified in Art. 11 (1) BayWoFG can benefit from the subsidy.
- Funding is provided in the form of a loan and a one-off grant for households with children. The loan may amount to a maximum of 30 percent of the eligible costs in the case of construction and the first purchase, and 40 percent in the case of the second purchase. For the second purchase, a subsidy of 10 percent of the total costs is also granted up to a maximum amount of 30,000 euros.
- The construction project may not be started before the subsidies have been approved.
There is no legal entitlement to a grant.
Procedure
The procedure is two-stage:
- The application must be submitted to the district administrative authority (district office, independent city) using the forms and documents provided for this purpose. Approval is granted by the district administrative authority.
- The Bayerische Landesbodenkreditanstalt approves the loan and sends the notice of approval.
Payment is made according to the progress of construction and must be applied for at the district administration authority.
The district administrative offices or independent cities are responsible for providing advice.

With the BayernLabo service portal, funding applications can be managed online and, if necessary, the application for funding can be submitted online to the responsible funding office. The application can be effectively submitted online and no longer needs to be submitted in paper form. Of course, it is possible to contact the granting office at any time.
