Motor vehicle; application for new registration

You must register motor vehicles in order to operate them on public roads. This is done for reasons of road safety and to collect vehicle tax, as well as to be able to determine the owner or driver.

Description

In the case of a new vehicle with a general operating permit or EU type approval or an individual permit, you must apply to the registration authority for the allocation of an official license plate.

Vehicles without a registration certificate Part II must be identified by the registration authority. The registration authority may also require the vehicle to be presented for other reasons.

Information on the registration authorities can be found under "Further links".

When you are assigned a license plate as part of the registration process, you are assigned a combination of letters and numbers over which you have no control. However, you can also request a different letter and number combination (e.g. your initials or year of birth) subject to availability and for a fee.

Prerequisites

When registering the motor vehicle, you must prove that you have the right to dispose of the motor vehicle, e.g. by presenting the registration certificate Part II. In addition, the original EU Certificate of Conformity must be presented or the manufacturer must have enabled electronic data retrieval.

Modifications made to the vehicle that require acceptance (e.g. trailer coupling, ALU rims, spoiler, auxiliary heating, etc.) must be approved in advance by the officially recognized expert for motor vehicle traffic (in Bavaria: TÜV Süd) or a technical service appropriately authorized in accordance with the EC Vehicle Approval Regulation in order to register the motor vehicle.

Initial registrations can also be carried out via the Internet.

The prerequisite for this is registration via a citizen account with appropriate authentication (electronic ID card, residence permit with ID function or Elster certificate). In addition, a registration certificate part II with deposited security code must be available. The vehicle must correspond to an EU type and the manufacturer must have deposited a corresponding data set (he is obliged to do so if he issued a registration certificate part II after 1.10.2019). In addition, an electronic insurance confirmation (eVB) must be retrievable.

The process is checked internet-based and the vehicle is registered automatically - if all requirements are met. You can then retrieve a provisional registration certificate. This can then be printed out and carried or displayed in the vehicle. You must attach the license plates without stamped stickers to the vehicle. You can drive the vehicle domestically in this way for a maximum period of ten days.

If you receive the registration documents by post, you must attach the inspection and stamp stickers.

You can access the Internet-based procedures on the portal of your registration authority. You can also obtain further information there.

Information on the online procedures of the registration authorities can be found under "Further links".

Deadlines

in principle none

In the event that a period of more than 18 months lies between the confirmation of the type approval and the registration, the registration authority may carry out a vehicle inspection by the officially recognized expert for motor vehicle traffic (in Bavaria: TÜV Süd) or by a technical service authorized in accordance with the EC Vehicle Approval Ordinance in order to check the compliance of the vehicle. This inspection also serves the purpose of determining whether the vehicle still complies with the technical regulations valid at the time of registration.

Required documents

  • Registration certificate part II (vehicle title)

  • EU certificate of conformity in the original or as data retrieval

  • Purchase contract or other proof of the right of disposal

(if authorization to dispose must be proven)

Fees

  • For vehicles with General Operating Permit/EU Type Approval you have to pay 30.00 EUR.

In the event that data still has to be collected by the registration authority because it is not available for retrieval, an additional 15.30 EUR will be charged.

These fees increase by 10.20 EUR in the event that a vanity plate is requested.

Additional fees also apply if a registration certificate Part II has not yet been issued.

The internet-based initial registration costs 13.10 EUR. In addition, the registration authority may charge issued postage costs.

The fees are increased by the fees of the Kraftfahrt-Bundesamt (3.80 EUR if no Zulassungsbescheinigung Teil II has been issued yet). In addition, there may be fees for document seals (0.30 EUR each) and reservation (2.60 EUR).

You must obtain the license plates yourself from private vendors at your own expense.
