Prerequisites
- The target group includes all foreigners over the age of 15 who are entitled to benefits under Section 1 of the Asylum Seekers Benefits Act (AsylbLG), as well as all persons entitled to asylum, recognized refugees, persons entitled to subsidiary protection, persons with a residence permit under Section 24 of the Residence Act (AufenthG) or a corresponding fictitious certificate, and persons with a residence permit under Section 22 of the Residence Act (AufenthG) or a corresponding declaration of acceptance by the Federal Republic of Germany who have not yet had their residence or habitual abode in Bavaria for two years (narrow target group).
- If there is actually other access to literacy courses, in particular to special integration courses, these offers are to be taken up with priority.
- If a participant has access to school-based educational offers, he or she can still be a participant in a literacy course, as long as this does not interfere with participation in the school-based offer. This model project is to be used by the target group defined above with priority over the support program "ALPHA+ besser lesen und schreiben" of the StMUK.
- Persons from safe countries of origin according to § 29a AsylG and Annex II to the Asylum Act are not eligible to participate.
- The recipient of the grant must submit a concept that corresponds to the general intentions of the grant project and possibly takes into account special local circumstances with regard to the course participants.
- A course is only eligible for funding if there are at least five participants.
- A course can be designed for 100, 200 or 300 teaching units of 45 minutes each, within this framework the learning and performance level of the participants must also be assessed. Up to 15 percent of the instructional units may be delivered using alternative learning methods (e.g., online format). If the course includes lessons to compensate for deficits in basic education in mathematics and economics (e.g. handling money), these must be held as part of the regular lessons. Exceptionally, for the funding period 01.01.2023 to 31.12.2023, the possibility of a course implementation with up to max. 30% with alternative teaching methods (online format) applies.
