If your company receives seasonal short-time allowance for employees, you can, under certain conditions, receive additional reimbursement of social insurance contributions for these employees.

Description

Prerequisites

You can apply for reimbursement of social insurance for employees who receive seasonal short-time allowance. You are also only entitled to the benefit for employees whose employment cannot be terminated for weather-related reasons during the bad weather period.

Your company must also

  • belong to the building trade, scaffolding trade, roofing trade or gardening and landscaping trade, and
  • employ at least 1 employee and
  • have previously paid in the funds for the reimbursement of social security contributions in the form of a levy for these purposes.

Procedure

You can apply for reimbursement of social security contributions for recipients of seasonal short-time allowance in writing or online. However, you can also use KEA (accept short-time allowance documents electronically), if applicable.

If you want to apply for the benefit in writing:

  • You calculate the pay and the seasonal short-time allowance.
  • You pay the remuneration and the seasonal short-time allowance to your employees and pay social security contributions.
  • You apply for reimbursement of the social insurance contributions monthly in arrears to the relevant department of the Employment Agency (application for seasonal short-time allowance and payroll list).
  • The Employment Agency will check the application and the payroll list. If your application is approved, you will be reimbursed for the social security contributions.
  • After the end of the bad weather period, the Employment Agency will check the submitted payrolls as part of a final audit and, if necessary, correct the approved benefits.

If you want to apply for the benefit online:

  • Access the "eServices" portal on the Federal Employment Agency's website.
  • Log in with your user ID and access the application for seasonal short-time allowance.
  • Fill out the application, upload the payroll list and send the application.
  • The Employment Agency will review your application and documentation. You will receive a decision on your application from the Employment Agency.
  • The remaining steps of the procedure are the same as the written procedure.

If you want to use KEA for the benefit:

  • You will need certified payroll software that supports transmission using KEA.
  • In this case, you can transmit your application and the associated payroll list fully digitized and securely from your payroll software to the Employment Agency.

In the event of extraordinary developments on the labor market (such as those resulting from the spread of the coronavirus), the federal government or the Federal Ministry of Labor and Social Affairs may temporarily adjust the regulations on short-time allowance by decree.

Deadlines

The appeal must be submitted to the employment agency that issued the decision within one month of receiving the decision.
