Certificate of good conduct; application for an extended certificate of good conduct
If you need an extended certificate of good conduct for official or private purposes, you can apply for it at your local municipality or via the online portal of the Federal Office of Justice.
You can apply for an extended certificate of good conduct at the municipality / registration office (Bürgerbüro) responsible for your place of residence or electronically in the online portal of the Federal Office of Justice (see "Online procedure") if certain legal provisions stipulate the issue of an extended certificate of good conduct or if you need this certificate of good conduct for
- the examination of personal suitability according to § 72a Social Code VIII Child and Youth Welfare,
- other professional or voluntary supervision, care, upbringing or training of minors or an activity which is in a comparable way suitable for contact with minors.
When applying in person at the municipality, you must present your passport or identity card and the written request asking you to submit an extended certificate of good conduct. The written request must confirm that you meet the requirements of § 30a of the Federal Central Register Act for the issue of an extended certificate of good conduct. In the case of self-employed persons, the certificate of the person submitting the application is sufficient.
To submit an application electronically , you will need either a new identity card or an electronic residence permit, in each case with the online ID function activated; the certificate required under section 30a of the Federal Central Register Act must be uploaded in this case.
It is not possible to submit an application through an authorised representative (e.g. lawyer).
Application by authorities
Since 1 May 2010, authorities have also been able to apply for an extended certificate of good conduct for the purpose of protecting minors. The prerequisite for this is that the authorities require the certificate of good conduct to carry out their sovereign duties and the request to the person concerned to submit an appropriate certificate of good conduct is not appropriate or has remained unsuccessful. The request to the person concerned to submit an extended certificate of good conduct is always inappropriate if an unfavourable decision is intended for him and his cooperation cannot therefore be expected. In all other cases, the cooperation of the person concerned is a mandatory prerequisite for the application for an extended certificate of good conduct. In these cases, the authority making the application must grant the person concerned access to the certificate of good conduct on request.

Exemption from fees: In case of indigence (e.g. recipients of unemployment benefit II, social welfare recipients, recipients of the child supplement according to § 6a Federal Child Benefit Act) or if the certificate of good conduct is required for a special purpose. This is assumed to be the case if the certificate of good conduct is required for voluntary work in a charitable or comparable institution (for exemption from fees, see also "Further links").
If the application is submitted electronically, proof of indigence must be provided electronically.
