Care in the social local area; application for funding

The Free State of Bavaria promotes the comprehensive and needs-based expansion of the nursing care structure so that people in need of care can remain at home in their familiar surroundings - in their local social environment - for as long as possible.

Description

Purpose

The purpose of the funding is the dementia-sensitive conversion, modernization and creation of needs-based care places and meeting places in order to meet the demographic challenges.

Object

The Free State of Bavaria supports with a state investment cost subsidy:

  • Places for short-term care, preventive care and palliative care
  • day and night care places
  • full inpatient permanent care places (with and without opening into the social local area)
  • outpatient assisted living communities and
  • meeting places.

Type and scope

The amount of the grant is:

  • up to 100,000 euros per newly created place for short-term care, preventive care and palliative care
  • up to 70,000 euros per newly created place for short-term living in facilities for children, young people and young adults with disabilities or adults with disabilities
  • up to 60,000 euros per newly created place in outpatient assisted living communities and per newly created place for permanent care in facilities with an opening into the local social environment
  • up to 40,000 euros per newly created place for permanent care in facilities that are not open to the local social environment
  • up to 25,000 euros per newly created place in day and night care facilities
  • up to 150,000 euros for independent meeting places for people in need of care and people with dementia living at home, if their services in particular promote and maintain the quality of life and their ability to remain in their own homes and if they can take on a pilot function, a networking function or the coordination of suitable services.

Conversion and modernization measures are generally funded by a share of up to 60 percent of the eligible expenses. In the case of conversion and modernization measures for permanent care places in facilities that are not open to the local social environment, the subsidy amounts to up to 40 percent of the eligible expenses within the framework of proportional financing. Conversion and modernization measures can only be funded if it can be demonstrated that the care place would otherwise be lost without replacement.

A maximum of 90 percent of eligible expenses can be financed from grants or other third-party funds. The recipient of the grant must contribute at least 10 percent of the total eligible expenditure.

Prerequisites

General requirements for the funding of care places and meeting places are that

  • a need for care places and meeting places has been proven by means of confirmation from the local authority responsible for this task in each case (Art. 69 of the Law for the Implementation of Social Laws),
  • the socio-spatial planning (for example, based on the overall concept for senior citizens' policy in accordance with Art. 69 of the Law for the Implementation of Social Laws) is available,
  • a technical concept, if necessary coordinated with the responsible authorities, is available, which, for example, provides information about the goal and purpose of the project, the specific offers, the planned structures of the respective project, the premises, the organization, the staffing, personnel deployment, the qualification of the personnel, the involvement of civically engaged citizens and
  • the structural (floor plan) planning has been completed,
  • if the project sponsor is not simultaneously the operator of the facility, the subsidy granted is to be taken into account as a reduction in the calculation of the rent or lease.

Procedure

The funding application must be signed and submitted digitally (including all phase 1 attachments) to the Bavarian State Office for Care. Only original plans are to be submitted.

Decisions on all applications received by the deadline will be made at the discretion of the applicant and within the limits of the budgetary funds available.

Starting in fiscal year 2023, a two-stage selection process will be conducted. If you are shortlisted for a grant with your project, further documents must be submitted in the second stage of the procedure.

Special notes

It is pointed out that there is no entitlement to funding under the law on grants.

Deadlines

For fiscal year 2023, applications for funding from PflegesoNah can be submitted by March 1, 2023 at the latest. From the 2024 financial year, applications for funding from PflegesoNah must be submitted by October 31 of the previous year.

Projects that have already begun are excluded from funding.

    • Declaration of readiness for credit (cf. section "Forms")
    • Proof of ownership (e.g. extract from the land register)
    • In the case of day and night care, short-term and long-term care:
      Care contract or prospect of care contract for care facilities / operating permit for facilities under SGB VIII (if applicable and available)
    • Confirmation of need (from the responsible local authority; see "Forms")
    • Proof of a conception professionally coordinated with the FQA in the sense of Art. 3 Para. 2 No. 11 PfleWoqG, § 1 Para. 2 AVPfleWoqG in the original (for facilities that fall under the PfleWoqG; cf. section "Forms")
    • For preventive care:
      Confirmation of the FQA regarding the coordination of the planned professional concept (cf. "Forms")
    • Overall concept (which takes into account the requirements of the guideline for the respective type of facility (cf. "Forms": template for structuring the overall concept)
    • Social-spatial planning (if applicable, with a description of how citizens could get involved in the design of care on site)
    • For newly initiated outpatient assisted living communities: Description of the use of neutral moderation in the initial phase according to 2.2.3.1 f) PflegesoNahFöR.
    • For meeting places: Description of the implementation of a pilot/networking/coordination function according to 2.2.8.1 c) PflegesoNahFöR (see leaflet "Meeting place").
    • Site plan at least M 1:1000 with representation of the development
    • Plans preferably in M 1:100 in the original, planning depth at least according to service phase 2 HOAI

    • Memorandum/ Articles of Association
    • Extract from the commercial register / other proof of the person(s) authorized to represent the company
    • In the case of private individuals:
    • Copy of identity card; non-relevant data can be blacked out
    • Notice of exemption from the responsible tax office (if applicable)
    • DAWI de minimis declaration in the original (see information sheet and forms under the heading "Forms")
    • Declaration on knowledge of the criminal nature of the facts relevant to the subsidy in the context of the PflegesoNahFöR grant procedure in the original (see "Forms" section)
    • Time schedule (at least a rough time schedule indicating the chronological sequence of the trades)
    • Explanatory report according to sample 6 to Art. 44 BayHO (form as sample structure under the heading "Forms")
    • Cost calculation:
      • for new creation of care places according to sample 5 to the VV to Art. 44 BayHO (cost calculation analogous to DIN 276)
      • in case of reconstruction / modernization in the 3rd level according to DIN 276 (with indication of quantities, unit and total prices)
      • in the case of purchase of a property: value appraisal and calculation of how the possible subsidy amount will be passed on to persons in need of care, as well as the cost statements in accordance with the regulations of the subsidy guideline (No. 4.4)
    • In the case of funding criteria No. 2.2.1, 2.2.3, 2.2.5, 2.2.6 and 2.2.7 in accordance with the funding guidelines: areas and room contents in accordance with DIN 277 corresponding to the planning status in service phase 4 of the HOAI (Fee Structure for Architects and Engineers)
    • Updated planning documents (if changes have occurred since submission in phase 1)
