Bavarian Cultural Fund; application for funding
The Free State of Bavaria operates project and investment funding in the arts sector and project funding in the education sector.
Description
Purpose of the funding
In the field of art, cultural investments and projects by non-governmental and non-commercial sponsors are to be supported. The funding area covers the whole of Bavaria, excluding measures in Munich and Nuremberg.
In the field of education, projects with a cultural focus are to be supported with particular emphasis in the area.

- Theater area
- Promotion of investments in non-governmental theatrical venues (insofar as no funding is provided through FAG funds)
- Promotion of special theater projects, such as special productions
- Museum sector
- Promotion of investments in non-governmental museums
- Support for exhibitions and other projects of non-governmental museums
- Promotion of contemporary art
- Promotion of investments in the construction and expansion of exhibition spaces and "artists' houses
- Promotion of exhibitions, symposia and similar projects
- Bavarian studio support program for visual artists
- Cultivation of music
- Promotion of investments in the construction and expansion of event and rehearsal rooms
- Support for events and other projects, especially in the field of contemporary music, and for measures to promote talented musicians
- Amateur music
- Promotion of investments in the construction and expansion of event and rehearsal rooms for amateur music associations
- Promotion of suitable individual projects
- Archives, libraries, literature
- Support for projects and investments in non-governmental libraries and archives
- Promotion of events in the context of literature cultivation
- International exchange of ideas
- Promotion of international meetings in the field of art and culture
- Other cultural events and projects
- Support for innovative projects and interdisciplinary projects from the above-mentioned cultural funding areas

Recipients of funding
Arts: Non-governmental organizations (natural persons and legal entities) that do not pursue a profit-making objective with the project.
Education: non-profit legal entities (not natural persons or schools).
Eligible costs
Project costs
Arts area: measures with total eligible costs of less than 10,000 euros are not supported by the Cultural Fund.
Education area: Measures with total eligible costs of less than 5,000 euros are not supported by the Cultural Fund.
Type and amount
Area of art: funding rate up to 30% of eligible costs.
Education area: Funding rate of up to 50% of eligible costs.
In the 2022/23 school year, the funding rate is exceptionally up to 60% (in the area of international exchange of ideas, up to 80%) of the eligible costs.
Prerequisites
Cultural investments and projects by non-governmental sponsors can be funded from the Cultural Fund, Arts section, but generally not ongoing operating costs (institutional funding). Start-up financing is possible for regularly recurring events. The projects should generally be of supra-regional or at least supra-local significance; measures with total eligible costs of less than € 10,000 are therefore not eligible for funding. The funding area covers the whole of Bavaria; however, measures in Munich and Nuremberg are excluded in principle.
Simultaneous funding from other governmental funding sources (multiple funding) as well as from funds of the Bavarian State Foundation is generally excluded. Funding is provided in accordance with the available budget and is limited to a maximum of 30% of the eligible costs.
The aim of the Cultural Fund, Education Section, is to promote projects with a cultural focus throughout Bavaria and with particular emphasis in the region. Grants are awarded exclusively in the form of project funding for a maximum of two years as start-up financing, provided that the projects comply with the funding principles of "creativity", "activation of participants to achieve sustainable learning success" and "supraregionality, or at least supralocality".
Applications can only be considered if the eligible costs of the project amount to at least 5,000 euros. The funding area covers the whole of Bavaria, but priority is given to local initiatives outside the urban centers. An exception can be made for concepts that make use of the infrastructure available in Munich and Nuremberg, in order to be able to use these more favorable starting conditions to subsequently have an effect in the regions. Funding is provided in accordance with the available budget and is limited to a maximum of 50% of the eligible costs.
Grants may only be awarded if the project has not yet begun.
Procedure
Applications must be submitted in writing to the relevant district government. The district governments pre-examine the applications and submit them to the Bavarian State Ministry for Education and Cultural Affairs or for Science and Art for a decision.
Special notes
The funding area is the Free State of Bavaria.
There is a funding restriction for art projects in Munich and Nuremberg, for which the Cultural Fund is not open.
Deadlines
Applications for the Arts Cultural Fund must be submitted to the appropriate government by October 1 for the following year; applications for the Education Cultural Fund must be submitted by February 1 prior to the beginning of the school year in which the project is to take place.
Processing time
Decisions on applications to the Art Culture Fund are generally made in
- for grants of up to 25,000 euros, generally in April,
- for sums of more than 25,000 euros, usually in May, following a decision by the Council of Ministers and approval by the state parliamentary committees.
Decisions on applications for the Education Cultural Fund are generally made by the Bavarian State Parliament's Committee for the State Budget and Financial Affairs in the month of June.
