Description

The Central IACS (Integrated Administration and Control System) database (ZID) is the central platform for the administration of payment entitlements in Germany. With the reform of the Common Agricultural Policy, most of the direct payments previously granted as area or animal premiums were decoupled from production and transferred to the new single payment scheme system. Under this scheme, specific premium entitlements, known as payment entitlements (PAs), were established for each beneficiary farmer. These form the basis for the direct payments to be granted to a farmer, provided he meets the other eligibility requirements in the respective application year. The ZA are allocated by the agricultural administration and premium offices of the federal states.

The ZID is an extension of the HIT database (Animal Origin Assurance and Information System - HIT). It was established by decision of the Ministers of Agriculture of the Federation and the Länder (Art. 21 Regulation (EC) No. 1782/2003 and Art. 18 Regulation (EC) No. 73/2009) and is operated by the Bavarian State Ministry of Food, Agriculture and Forestry on behalf of the Federation and the Länder.
