Municipal road and bridge projects; application for funding for transportation improvement investments.
The Free State of Bavaria grants subsidies for municipal road and bridge construction measures insofar as they are urgently needed to improve traffic conditions.
Description
Purpose
The Free State of Bavaria grants subsidies to counties and municipalities for the construction or expansion of municipal roads insofar as they are urgently needed to improve traffic conditions.
Object
The following projects can be subsidized with funds from the Bavarian Municipal Transportation Financing Act (BayGVFG):
- the construction or expansion of
- roads with high traffic density within the municipality
- special lanes for buses
- important feeder roads to the supra-local traffic network
- important interurban roads
- roads in connection with the decommissioning of railroad lines
- dynamic traffic control systems
- public interchange parking lots on roads
- public transport areas for freight traffic centers
- crossing measures in accordance with the Railway Crossing Act or the Federal Waterways Act
- Construction or expansion of dependent sidewalks and bicycle paths under municipal construction responsibility in the local thoroughfares of federal, state and district roads whose roadways are not under municipal construction responsibility.
Construction is the same as new construction. Expansion means a structural change to existing traffic routes in terms of location, cross-section or load-bearing capacity, which is urgently required to improve traffic conditions. This also includes, among other things, the construction of traffic signals at intersections and an increase in the load-bearing capacity ("substance increase") of engineering structures.
Insofar as construction projects are development facilities in accordance with §§ 127 ff. of the German Building Code (BauGB), only the costs that are not attributable to development expenditure can be subsidized.
Beneficiaries
Grants may be awarded to administrative districts, municipalities and municipal associations if they are responsible for the construction of the roads eligible for funding.
Eligible costs
Reference is made to No. 6 of the Guidelines for Grants from the Free State of Bavaria for Road and Bridge Construction Projects of Municipal Construction Companies (RZStra).
Type and amount
Funding is granted on a pro-rata or fixed-amount basis in relation to the eligible costs. The amount of the subsidy is determined in accordance with No. 7 RZStra.
Prerequisites
- Due to the financial possibilities of the applicant, the project can only be realized if state grants are awarded.
- The remaining financing of the project or a construction phase with its own traffic significance must be guaranteed.
- The type and scope of the project must be urgently required to improve traffic conditions.
- The requirements of regional and state planning must be taken into account and the other legal requirements must be met.
- The project must be planned in a way that is flawless in terms of construction and traffic, that protects the natural balance, the landscape and land as far as possible, and that takes into account the principle of economic efficiency and economy.
- The needs of people with disabilities or mobility impairments must be taken into account.
- The project must be coordinated in advance with urban development plans and measures related to it.
- The project must be provided for in a land use plan, a general transportation plan or a plan equivalent to the assessment.
- Funding from BayGVFG funds is only possible if the eligible costs exceed the de minimis limit of 100,000 euros, or more than 50,000 euros in the case of important inter-urban roads and footpaths and cycle paths in local thoroughfares of federal, state and district roads whose carriageway is not the responsibility of a municipality. There are no de minimis limits for interchange parking spaces and crossing measures under the Railway Crossing Act or the Federal Waterways Act.
- The funding quota for new projects to be included in the BayGVFG program is limited. A legal claim to funding within a certain period of time is not established by the inclusion in the program. If demand exceeds this quota, the individual governments will set priorities.
Procedure
The funding application must be submitted to the responsible district government.
Deadlines
The project must not have been started yet. Please note that there is a deadline for submitting applications for grants from BayGVFG funds. Applications must be submitted by September 1 of the year preceding the start of funding at the latest.
