The planning, organization and safeguarding of general local public transport is a voluntary task of the counties and independent municipalities within their own sphere of action. They carry out these tasks within the limits of their capacity. The Free State of Bavaria supports the public transport authorities in their efforts within the framework of the public transport allocations.
The allocations are intended for purposes of general local public transport. They can thus be used extensively.
Funding is provided to public transport authorities in accordance with the Bavarian Public Transport Act (BayÖPNVG), usually the administrative districts and independent cities.
Eligible for funding costs
In particular, investments and local transport planning, and to a lesser extent organizational expenses, are also compatible with the purposes specified in Art. 27 BayÖPNVG. If public transport allocations are granted in addition to investment funding under Section B of these guidelines, it must be ensured that the project sponsor retains an own contribution of at least 10% of the eligible costs.
Personnel costs incurred by the project-executing agency or a company in which the project-executing agency holds a stake are not eligible for funding.
Type and Amount
The funding is provided within the framework of project funding as a share of the financing. The amount of the public transport allocations is determined in the budget in accordance with the approval. The public transport allocations for the individual public transport authorities are determined in accordance with Art. 28 BayÖPNVG. The distribution also takes into account whether and in what quality (achieved transport improvement and benefit for the general public) transport cooperations exist. The expansion or new establishment of transport cooperations shall be taken into account appropriately in the distribution of funds.
In this context, the transport authority must participate appropriately, but at least with 33 1/3% of its own funds.
